State seeks information on existing computer aided job evaluation
(CAJE) systems for possible implementation at U.S. embassies,
consulates and other foreign service posts abroad. The objective of
this request for information is to assist the Department and
participating agencies in the study of the feasibility of replacing a
dated narrative standards based position classification system with a
state-of-the-art automated job evaluation system for jobs incumbered by
our locally engaged staff at posts abroad. The ultimate goal is to
improve our existing methods, provide for consistency and equity in job
evaluation, and to effect time and cost savings in the U.S.
Government's international Human Resource Management efforts.
Information is being solicited on systems that: Have an established
performance record in international settings and can be adapted for use
in large and small Government offices in both developed countries and
countries in development; Must be easy to use and easy to learn by
English speaking professional HR personnel from a variety of cultures
and backgrounds; Can be adapted easily to the U.S. Government's
overseas 12 grade salary structure and can generally replicate the
existing U.S. Government internal position alignment and value
structure; Have the ability to grow by adding refinements in the future
such as position description writing modules, performance management
tools, recruitment database tools and compensation and benefit
management tools, as well as systems upgrades; Can be adapted for use
on the internet, agency intranet and on stand alone PCs or Laptop
computers. A Mircosoft Windows operating environment is preferred.
