--. The USCG Maintenance and Logistics Command Pacific, Naval
Engineering Division is seeking sources to provide maintenance and
training support services for the shipboard vibration and infrared
monitoring maintenance system onboard the USCGC HEALY. The maintenance
and support services needs are as follows:1) On-site equipment grooms
(two scheduled visits per year) of the vibration monitoring system
including all portable and permanently mounted equipment and sensors in
addition to the portable equipment located onboard the cutter. 2)
On-site equipment grooms of the infrared monitoring system including
all portable and permanently mounted equipment and sensors in addition
to the portable equipment located onboard the cutter.3) Technical
consultation for troubleshooting and repairing monitored equipment via
phone, facsimile, or on-site visits (homeport and world wide, as
required). 4) Hardware (both data collection equipment and computer)
and software configuration management services and support. 5) Maintain
a mirror copy of the CGC HEALY vibration/infrared database for use
during remote support efforts initiated by the Government both in port
and underway. 6) Provide training instruction services to shipboard
and shore-based personnel. The scope of training services will include
vibration and infrared monitoring theory, application of theory,
portable equipment operator training and permanently mounted data
collection equipment. USCGC HEALY vibration monitoring systems,
equipment and software located onboard the cutter includes: 1) The VSC
"SpectraViB" (Model SV3X) programmable 4-channel spectral vibration
data acquisition and analysis device. The "SpectraVib SV3X" is capable
of real time balancing, motor current signature analysis, and route
data collection with pre-installed analysis software. 2) The "Protect"
vibration analysis software package supplied by VSC with a single
layer, user-adaptive neural net vibration analysis engine. 3) The
"WinProtect" vibration analysis software supplied by VSC with a single
layer, user-adaptive neural net vibration analysis engine and an
infrared thermographic image analysis and archiving feature. 4) Test
point identification electronic chips (16-byte, read only supplied by
"Macsema") with numerical identification correlated to machinery
vibration database information. 5) An ID Chip Reader and software to
interface with the "SpectraViB" vibration data acquisition systems. 6)
VSC supplied "SpectraViB" vibration data acquisition accessories
including tri-axial accelerometer, transducer quick disconnects for
tri-axial accelerometer, transducer cabling, power charger, phase
reference marker, null modem communications cable, technical manual. 7)
A precision machinery alignment system ( Easy Laser SA-10) provided by
VSC as part of the vibration monitoring program. USCGC HEALY Infrared
monitoring systems, equipment and software located onboard the cutter
includes: 1) The VSC supplied "WinProtect" vibration analysis software
with a single layer, user-adaptive neural network vibration analysis
engine and an infrared thermographic image analysis and archiving
feature. 2) The "InfraSoft" infrared thermographic image analysis and
storage software. 3) The "Video Therm 2000" infrared thermography
camera system. The Coast Guard is unable to provide any technical
documentation or software code for existing systems onboard CGC HEALY.
The existing system was purchased from Vibration Specialties Corp.
(VSC), 100 Geiger Rd, Philadelphia, PA 19115, (215) 698-0800.
Interested sources must provide a capability statement by 27 May 1999
to: Commander, vpl, MLCPAC, Coast Guard Island, Bldg. 50-7, Alameda, CA
94501-5100, Attn: Sharon D. Hunter. The capability statement shall
sufficiently demonstrate qualifications, capabilities, and previous
experience relevant to fulfilling this requirement. Capability
statement should also include evidence that the company has access or
will have access to VSC technical design data (e.g. signed agreement
with VSC, licensing arrangement, etc). The Coast Guard requires that
support begin on or about 1 November 1999. The services shall be
performed at the ship's homeport in Seattle, WA or onboard the ship
worldwide. This requirement will be an IDIQ one-year contract with four
one-year options. The maintenance support contractor shall maintain a
quality program that complies with ISO-9001. Attention: Minority,
Women-Owned and Disadvantaged Business Enterprises, (DBEs)! The
Department of Transportation (DOT), Short-Term Lending Program (STLP)
offers working capital financing in the form of lines of credit to
finance accounts receivable for transportation related contracts.
