SHALL_DARYL_A@HQ.NAVSEA.NAVY.MIL. The Naval Sea Systems Command
(NAVSEA) intends to issue a solicitation for the procurement of Marine
Boatyard Services and Industrial Support in June 1999. This
acquisition requires the materials and services necessary in support of
specific modifications, upgrades, service life extensions, and repairs
for unmanned boats, craft, and Service Craft or their associated
systems. Under the procurement, these requirements will be acquired
through the use of Indefinite Delivery/Indefinite Quantity Multiple
Award Contracts (MAC). One MAC will be awarded for work to be performed
predominantly on the East Coast (including the Gulf Coast), and one MAC
will be awarded for work to be performed predominantly on the West
Coast of the United States. For each geographic area (coast), NAVSEA
intends to: 1) issue a multiple award Indefinite Delivery/Indefinite
Quantity contract with a minimum guarantee, and 2) then compete
subsequent delivery/task orders among those firms that win a contract
within that geographic area. The Government intends, to award these
contracts to small businesses only, solicited on a coast wide basis.
Each successful offeror shall be required to be a certified Agreement
for Boat Repair (ABR) holder prior to contract award. The solicitation
will be constructed to provide that the contractor's offer includes
transportation /delivery costs to the contractors facility and return.
Additional costs to the Government will also be considered during the
selection process. Offerors will be asked to submit a complete
proposal for each geographical area they propose. Offerors may submit
proposals in both areas. The purpose of this announcement is to seek
industry interest in this procurement and industry involvement in the
development of this solicitation in order to improve the efficiency and
effectiveness of the acquisition process, improve communications, and
seek ideas for the successful implementation of this multiple award
contract. Two pre-solicitation conferences are planned. One will occur
on May 18, 1999, at NSWC Carderock Division, Combatant Craft
Department, 116 Lake View Parkway, Suffolk, VA. from 9:30 a.m. until
12:00 noon and the other will occur on May 20, 1999, in San Diego, CA,
from 9:30 a.m. until 12:00 noon. Please call the contract specialist

attendees to a maximum of three representatives per offeror, due to
conference room size constraints. Pre-registration is required by

version of the solicitation, titled "Unmanned Boats" will be available
for comment by May 14, 1999 at the following site:

accepted until May 28, 1999, and may be sent via e-mail or in writing
to the above point of contact. The anticipated timeframe for release of
the formal solicitation is mid June 1999. Note that these dates are
subject to change and it is the responsibility of the interested
