sturkeb@socom.mil. The United States Special Operations Command has a
requirement for contractor support in operating, administering, and
managing the United States Special Operations Command Library and
Information Center. This requirement falls under Standard Industrial
Code 8231. The Government's first objective for this requirement is to
obtain assistance in establishing and operating a program to maintain
a circulation and charge-out system for library holdings. This program
will include checking holdings into and out of the library to include
overdue notices to patrons who fail to return borrowed materials on
time. The Government will provide on-site space and computer equipment
with the Graphical Library Automation System (GLAS) software to be
used in the performance of the contract. The second objective is to
develop a program to provide original or copy cataloging services for
library collections to include on-line cataloging with On-line Computer
Library Center (OCLC) (utilizing GLAS). Other objectives include:(a)
provide information, referral, and research assistance to library
patrons; (b) maintain a current paper copy file of military standard
publications that have not been electronically published, (i.e. Air
Force Instructions, Army Regulations, etc.); (c) provide USSOCOM
personnel desktop access to major research library catalogs and
periodical databases to include full-text capability; (d) develop a
system to procure serials for all USSOCOM activities; (e) monitor
serial receipts, record of distribution, and claim submissions for
non-receipt; (f) maintain a collection of special operations force
(SOF) related materials and develop a collection of same in accordance
with USSOCOM needs; (g) establish a system to monitor deposit accounts
for ordering library materials and services; and, (h) provide
documentation to USSOCOM to determine that all funds deposited are used
or refunded by the end of each fiscal year. The overall management
objective is to allow maximum flexibility of the contractor to operate,
administer, and manage the USSOCOM Library and Information Center to
produce end results that satisfy the user's performance requirements.
This requirement will be competed as a set-aside under the Small
Business Act, Section 8(a), as amended. Qualified firms should ensure
that they are registered in the Small Business System, PRO-NET located
at www.sba.com. A statement of objectives will be used for this
requirement and a statement of work will be required with any proposal.
It is contemplated that a firm fixed-price contract (base year with
four option years) will be established. It is anticipated that a
solicitation will be issued in electronic format only no later than 15
June 1999. All proposals shall be sent via electronic media no more
than thirty (30) days after issuance of the solicitation. All
interested parties will be able to obtain the solicitation and submit
proposals by registering and logging into the CECOM Acquisition Center
