Souders (301) 713-0854 R -- As part of its overall mission, the U.S.
Dept. of Commerce/NOAA/Office of Public and Constituent Affairs (OPCA)
main function is to enhance NOAA's name recognition and foster greater
awareness and understanding of NOAA's mission and services to the
public, particularly as they relate to the NOAA Strategic Plan. The
OPCA provides a full range of services for its clients including media
campaigns, press releases, op-eds, brochures, fact sheets,
backgrounders, exhibits, audio-visual support, media interview
coordination and press conference planning. OPCA has a need for a
Temporary Public Affairs Specialist to perform a wide range of tasks in
the overall areas of public and constituent affairs and outreach. The
Specialist will provide support on an "on call basis" to all of NOAA's
Public Affairs line offices. Period of Performance will be from Date
of Award through 05/31/2000. Applicants must meet the following
criteria: 1) Ability to provide temporary public affairs professionals
for general public affairs support to OPCA/NOAA. This is not for a
function or a campaign. The applicants must provide resumes for review;
2) Knowledge/Experience in all aspects of media relations, including
serving as a temporary spokesperson, managing media logistics for major
special events, and actively working with local, national, and
international media on ocean and atmospheric matters; 3) Experience in
working with the Washington, D.C. Press Corps; 4) Have established
contacts with major media outlets such as CNN, ABC, radio, etc. Must
have experience in targeting messages to the press on important weather
issues; 5) Ability to write press releases, backrounders, public
service announcements, fact sheets, pamphlets, etc; 6) Experience with
arranging media events such as press conferences and briefings. This
will be a "Best Value Award" with due consideration given to price,
experience and past performance. Interested applicants must submit
