notice amends a previous notice issued 9 Mar 99. Special Notice to
Small Businesses: Small Businesses with the required technical
expertise are encouraged to participate in this acquisition. Any small
business intending to propose, either alone or using the new
affiliation and teaming rules issued by SBA, are invited to give a
capability presentation to the government (limited to 1 hour). Under
the new rules, small businesses may now affiliate or team together with
large business subcontractors when at least 50% of the services will be
performed by the collective efforts of all small business members of
the team. Contact the Contract Specialist or the Contracting Officer no
later than 12 May 1999 to schedule a presentation time. Presentations
will be held the week of 17 May 99. The presentation should focus on
the following issues, which will affect the decision of whether to
set-aside this procurement: 1) the contractor must demonstrate an
understanding of the "big picture" of launch communications systems and
have a diverse knowledge and understanding of the communications
systems and how they_re integrated, 2) the contractor must demonstrate
an ability to perform configuration control oversight for launch
communications systems, 3) the contractor must have the ability to
proactively assist in solving communications problems, understanding
the impacts of the proposed solutions on the launch communications
community as a whole, and advising decision makers, 4) the contractor
must demonstrate the capability to provide qualified and trained
personnel at the onset of the contract, 5) if teaming, the contractor
must demonstrate a contract management structure that allows for a
single organization accountable for total performance responsibility
and a plan that provides for the small business members of the team to
perform 50% of the work. A bidder_s library and questions and answers
