vilells@onr.navy.mil. In fiscal year 1995, the Office of Naval Research
(ONR) initiated the Advanced Multifunciton RF Systems (AMRFS) Program
to develop new technology which integrated radar, electronic warfare,
and communication radio frequency functions into a single system. The
single system is expected to minimize the number of antennas and other
electronic equipment required to perform the above functions on future
Navy air and ship platforms, resulting in significant reductions in
manning and life-cycle cost of the equipment. The program plan included
the development of an experimental test-bed to do a proof-of-concept
demonstration of an integrated system. In 1997, ONR awarded four
contracts to Hughes, Raytheon, Lockheed Martin, and Northrop Grumman to
develop plans to demonstrate and build the AMRFS test bed. Since 1997,
ONR has awarded additional contracts, purchase orders, and a
cooperative agreement to the contractors listed above to continue their
efforts under the AMRFS program. ONR currently has a need under the
AMRFS Program for (I) system engineering design and trade-off analysis
and (ii) design and development of a Resource Allocation Manager to
control the operation of the AMRFS test-bed system . ONR's intention is
to continue making multiple awards for the performance of these new
AMRFS Program functions. Under the system engineering design and
trade-off analysis effort, the particular Contractor shall provide
system engineering support in the development of the AMRFS test-bed by
participating as a member of the System Engineering Integrated Product
Team (IPT). The system engineering support shall include the definition
of the RF functions to be included in the initial test-bed
demonstration and the generation of top level test-bed requirements
based on those selected RF functions. The engineering support will
provide for the successful integration of the test-bed subsystem. Under
the Resource Allocation Manager effort, the particular Contractor shall
be a member of and support the Resource Allocation Manager(RAM)
Integrated Product Team (IPT). The RAM IPT shall design the system
control function which includes an evaluation of candidate control
strategies and defining the command interface standard that distributes
commands throughout the test-bed. ONR intends to negotiate individually
with Lockheed Martin Government Electronics Systems, Northrop Grumman
Corporation, Boeing Defense and Space Group, and Raytheon Systems
Company for the system engineering support, trade-off analysis, and the
Resource Allocation Manager development for the Advanced Multifunction
RF System (AMRFS) test-bed. The agency anticipates making AMRFS
Program support awards to possibly all four of these companies. Posted
