This is a Pre-Solicitation Notice: The contract will provide for Family Housing at the Naval Air Station, Brunswick, ME. The Department of Navy (DON) intends to issue a Request for Proposals (RFP) for the Family Housing at the Naval Air Station, Brunswick, (NASB), ME utilizing a two-phase design-build selection process based on best value to the Government. Phase-One evaluation will be based on the following factors: 1)Past Performance; 2)Management Approach; 3)Technical Experience, Expertise, and Qualifications, and 4)Commitment to Small Business Concerns. Offerors will be required to provide information for both their construction team, as well as their design team under these factors. Based on its evaluation of the Phase-One, the DON will invite up to five (5) Offerors judged best qualified for the Family housing project at NASB, ME to to participate in Phase-Two. Phase-Two will consist of Price and Technical proposals. Phase-Two technical proposals will be evaluated based on the following factors: 1) Site Development; 2)Building and Unit Layout and Appearance; 3)Building and Supporting Facilities Systems Solutions; and 4)Project Schedule. The work includes 64 new three bedroom and 8 new four bedroom junior enlisted family housing units at the Naval Air Station in Brunswick, ME. The 72 new housing units shall be two-story townhouse or single story attached units. The unit shall include major kitchen appliances and fire sprinklers, smoke detection and carbon monoxide detection systems. Supporting facilities work shall include site preparation, utility connections, storm water management, paving, walks, patios, privacy fencing, exterior storage facilities, recreational facilities, exterior signage, landscaping and miscellaneous site amenities. Also, included in the project is the demolition of up to 224 existing family housing units at an alternate site, including the demolition of associated site improvements, site utilities and the removal of hazardous materials. Estimated cost range for this project isbetween $5,000,000 -- $10,000,000. Estimated contract award date is September 1999 and the estimated construction start date is May 2000, with completion date estimated in Novemeber 2001.
