HQ, Industrial Operations Command has a requirement to procure 380,000 LB of White Phosphorus (WP) for Pine Bluff Arsenal (PBA). The government anticipates a modified commercial procurement action. Potential offerors should be compliant with or exceed MIL-W-215D for WP. Standard commercial practices will be acceptable for inspection, packaging, shipping. The facility at PBA can only accept rail shipments. The Government reserves the right to make prevention and detection visits to the contractor's facility. Material Safety Data sheets will be required. Responses to the solicitation should, at a minimum, include commercial practices in regard to inspection/acceptance, packaging, shipping, test samples, warranty. This requirement is unrestricted.
