Sought Notice, Flight Training System Program Office (SPO), Attn:
ASC/YTA is seeking sources for an acquisition of T-38C inlets and
bulkheads as part of the T-38C Propulsion Modernization Program (PMP).
The Systems Program Director (SPD) at Kelly AFAB has delegated the
Flight Training SPO (ASC/YTA) as the Development System Manager (DSM),
for the T-38C aircraft Propulsion Modernization Program (PMP). The PMP
will be accomplished in two separate acquisitions: (1) a J-85 engine
upgrade including a new exhaust ejector which will be accomplished by
the Propulsion Development Systems Office (DSO), ASC/LPKB, WPAFB, OH
(Ms Julie Hall, 937-255-7243, Ext 3004, Contracting Officer: Ms Barbara
Liptak, 937-255-7243, Ext 3001); and (2) a structural upgrade with new
inlets and bulkheads which will be accomplished by the Flight Training
SPO, ASC/YTA, WPAFB, OH (Lt Bohnart, 937-255-9306, Ext 441/Mr Tim
Davis, 937-255-9306, Ext 439, Contracting Officer: Ms Sandy Wieser,
937-255-9306, Ext 437). This sources sought synopsis is issued for the
purpose of notifying Industry of the planned T- 38C PMP and seeking
interested sources only for the T-38C structural modernization for the
inlets and bulkheads acquisition. The offeror shall indicate their
size status in relation to SIC code 3728. The PMP will modernize
approximately 509 T-38Cs with the following upgrades: (1) a J-85 engine
upgrade including a new exhaust ejector (to be acquired by the
Propulsion Development SPO, ASC/LPKB and separately synopsized). (2) a
structural upgrade with new Inlets and Bulkheads (to be acquired by
the Flight Training SPO, ASC/YTA and synopsized hereunder). Sources are
being sought specifically for: (1) Fabrication and assembly of
structural kits for the Air Induction Inlets, F.S. 362 bulkheads and
F.S. 332 formers. (2) The installation of the inlets and bulkheads is
currently planned to be accomplished by the Government. The Air
Induction Inlet will increase aircraft efficiency, performance and
flight safety. The bulkhead modernization will replace fuselage station
332 Former and the fuselage station 362 Bulkhead with material
improvements to eliminate stress corrosion cracks. A Threshold has been
established so that the replaced bulkheads at the subject stations last
a minimum of 20 years with the Objective of 40 years. Both the bulkhead
and the inlet kits will be "build to print" and all drawings will be
provided. However, if you have an alternate commercial product that
would fulfill the bulkhead and inlet requirement please provide those
capabilities. The Government anticipates establishment of a reference
library including the drawings to be available for potential offerors.
Access to the reference library will be arranged through the
Contracting Officer, as set forth below. The task to fabricate,
assemble and provide the structural kits will require an offeror who
has expertise in and is an Air Force qualified supplier in aircraft
structure and aircraft structural repair. The notional schedule that
the Government is planning to meet requires an initial kit to be
ordered May 00 with initial kit for kit proofing and test delivered 6-9
months later, production of the kits to begin FY01 and continue through
FY10. This acquisition may require that the successful offeror
establish contractual arrangements with the engine kit supplier. The
Government is considering a firm fixed pricing arrangement for the non-
developmental structural kits. If exception is taken to this type of
contract, submit your detailed rationale and recommendation for
Government consideration. The Government reserves the right for site
visits to view Prospective Contractor Facilities. It is anticipated
that installation of the inlets and bulkheads will be conducted by a
Contractor Field Team (CFT) at the queen bee facility located at
Randolph AFB, TX. The Government contemplates conducting an Industry
Day for the Air Induction Inlets, Bulkheads and Formers in the future.
Specific details will be published in a later Commerce Business Daily
An Ombudsman has been established for this acquisition. The only
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors

are requested to provide a statement of your capabilities to perform
the inlet and bulkhead portion of the PMP as follows: (1) Experience:
An outline of previous or current contracts of the same type and scale
as defined in this synopsis; (2) Personnel: Name, professional
qualifications and specific experience of personnel who may be assigned
to key positions for this contract; (3) Your available resources to
accomplish this task within the schedule constraints; (4) Your
financial capability to perform; and (5) Any other specific and
pertinent information that would enhance our consideration and
evaluation of the information submitted. Offerors must provide written
notice to the contracting officer of their interest and capability to
satisfy the government requirement no later than 07 Jun 99. Offerors
are encouraged to access the Pre-Award Information Exchange System

updates on this proposed acquisition. This synopsis is not to be
construed as a commitment on the part of the Government to award a
contract nor does the government intend to directly pay for any
information or responses submitted as the result of this solicitation.
