This synopsis amends synopsis #20019-99 issued on or around 24 November 1998, to include Scheduled Depot Level Maintenance (SDLM) requirements and, to incorporate the requirements identified in synopsis #20050-99 issued on or around 14 January 1999. The original synopses comprised Naval Air Systems Command requirements to purchase upgrade kits and installation for modification of Block 82 and Block 89 EA-6B aircraft to the Block 89A configuration. The requirements included engineering and logistics effort to provide for modification, manufacturing and installation of the upgrade kits in addition to any interim spare and repair parts required. The upgrade will result in the incorporation of common avionics non-development items into the aircraft (ARC-210 radio, embedded global positioning system/inertial navigation system and the integration of an existing high speed integrated circuit card into the AYK-14 computer). This synopsis revises the retrofit requirement from approximately 12 upgrade kits to modify Block 82 aircraft to the Block 89A configuration to approximately 15 upgrade kits for modification of the Block 82 aircraft to the Block 89A configuration. A new requirement to perform SDLMs on approximately 44 aircraft is being added to the proposed contract requirement, in addition to provisioned line items for repair-incident-to-modification (RIM) and installation of government furnished kits (AFCs) should they be required. Included in the original synopsis and still planned to be procured are: approximately 8 kits for modifying Block 89 aircraft to the 89A configuration; installation of approximately 6 Block 82-89A kits (4 stand alone, 2 concurrently with SDLM); and installation of approximately 5 Block 89-89A kits (4 stand alone, 1 concurrently with SDLM). The Government intends to negotiate a firm fixed price contract with Northrop Grumman Corporation (NGC), Bethpage, NY pursuant to Title 10 U.S.C. 2304(c)(1), only one responsible source. NGC is the sole designer, developer, and manufacturer of theEA-6B airframe, and as such is the only known source with the engineering expertise, source data, facilities and knowledge to provide the required effort.
