Robinson, Contracting Officers This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in Subpart
12.6 as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation, and a
written solicitation will not be issued. The solicitation number is
1PI-R-1332-99 and this solicitation is issued as a Request For Proposal
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.
This requirement is Full and Open Competition. The standard industrial
classification code is 2421 and small business size standard is 500.
It is the intent of this solicitation to result in a fixed price
requirements type supply contract with an Economic Price Adjustment for
a period of five years. Quantities are estimates, the government is not
obligated to purchase any items under this contract. Award will be made
on an all or none basis. Prices shall be submitted on a Net Tally
Basis. Minimum Length accepted will be 6 feet and Maximum Length
accepted will be 12 Feet. The Governments requirement are as follows:
Common. Hardwood to be in compliance with the National Hardwood Lumber
Association's 1.LBR-0224 U/I BD.FT. Estimated quantity1,063,200 bd
ft.Oak (Red), FAS, Rough, K-Dried to 7% Plain Sawn, Grade FAS, Plain
Sawn kiln dried not to exceed 7%. Hardwood to be in accordance with the
National Hardwood Lumber Association's rules for FAS.2. LBR0237, U/I
Bdft, estimated quantity 200,000 bd ft.Oak (Red),8/4, FAS, Rough,
K-Dried-To 7% Plain Sawn Red oak, Rough, 8/4, grade FAS, Plain Sawn.
Hardwood to be in accordance with the National Hardwood Lumber
Associations Rules for FAS. 3. LBR-0118 U/I bdft estimated quantity
200,000 bd ft. Hwood, 5/4, 2COM, Rough, K-Dried-To- 7%, Poplar,
Beech,Alder,Gum, Sycamore,oak,ash,Birch,maple,gum alder, sycamore,
oak,ash, or maple(Rough) Grade #2 Common, Kiln Dried, not to exceed 7%,
Hardwood to be in accordance with the National Hardwood Lumber
Association's Rule for #2 Common. Offeror shall identify which specied
of wood they are offering at the closing.4. LBR-0125, U/I bd ft.
estimated quantity 150,000 bdft. Walnut, 8/4,FAS, Rough, K-Dried to 8%,
Walnut, Rough,8/4 Grade FAS, klin Dried not to exceed 8% Hardwood to be
in compliance with the National Hardwood Lumber Association's rules for
FAS. 5.LBR-0223, U/I Bd Ft. estimated quantity 550,000 bd ft.,
Oak(Red), 5/4,FAS,Rough,K-Dried to8%, Red Oak, Rough,5/4,Grade FAS,
Plain Sawn, Kiln dried not to exceed 8%.Hardwood to be in compliance
with the National Harwood Lumber Associations Rules for FAS.6.
LBR-0184, U/I bd. Ft. estimated quantity 2,750,000 bdft. Oak(Red),
5/4,1COM,Rough,K-Dried to 7% Plain Sawn, Red oak Rough,5/4 Grade #1
common,Plain Sawn Kiln Dried, not to exceed 7%. Hardwood to in
accordance with the national Hardwood Lumber Association rules for
Number 1 Common. Delivery shall be 30 days after receipt of delivery
order. FOB destination Florence CO. Ship to:UNICOR, FPI 5880 State
Highway 67 South Florence, CO. 81266. Provision at FAR 52.212-1,
Instructions to Offerors-Commercial, applies to this acquisition.
Offerors are to include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications-Commercial Items, with
their proposal. Clause 52.216-21 Requirements applies to this contract.
Clause at 52-212-4, Contract Terms and Conditions apply. Clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
Or Executive Orders-Commercial Items, applies. FAR 52.216-19 Order
Limitations, applies with the minimum order limitations per delivery
order of 10,000 board feet and a maximum limitation of 200,000 board
feet . The contractor will not be obligated to honor a series of
orders, from the same ordering office, within a 5 day period that
together call for quantities exceeding the maximum order limitations of
that item. However, the contractor shall honor orders exceeding the
maximum order limitations unless the order, or orders, is returned to
the ordering office within 3 calendar days after issuance with a
written statement expressing the contractor's intent not to ship and
the reason. In accordance with FAR 52.216-18 Ordering, orders may be
issued under the resulting contract from the date of award through five
years thereafter. FAR 52.232-33 Mandatory Information For Electronic
Funds Transfer Payment applies(ACH Forms). Vendors shall submit signed
and dated proposals to UNICOR, Federal Prison Industries, 320 First
St., NW, 7th Fl. MMB, Washington, DC 20534, ATTN: Bid Custodian.
Proposals may be submitted on the SF33 or letterhead stationery.
Proposal and certifications may also be sent by facsimile at (202)
305-7363 to the attention of Patrick R. Mealy, Contracting Officer or
Darlene Robinson Contracting Officer. The date and time for receipt of
proposals is June 8, 1999 at 2:00 PM Eastern Standard time. Proposal
must indicate solicitation No. 1PI-R-1332-99, time specified for
receipt of bids, name address and telephone number of bidder, technical
description of the items being offered in sufficient detail to evaluate
compliance with the requirements in the solicitation, terms of any
expressed warranty, price and any discount terms, remit to address a
completed copy of representations and certifications at FAR 52.212-3,
acknowledgment of all amendments, if proposal is not submitted on Form
SF33, a statement specifying the extent of agreement with all terms,
conditions, and provisions included in the solicitation. All quotes
that fail to furnish required representations and certifications or
information or reject the terms and conditions of the solicitation may
be excluded from consideration, offeror must hold prices firm in its
offer for 60 calendar days from the date specified for receipt of
quotes, unless another time period is specified. Proposals or
modifications to proposals received at the address specified for the
receipt of proposals after the exact time specified may not be
