The Translated Global Positioning System (GPS) Range System (TGRS) program is under development with Interstate Electronics Corporation (IEC) under contract F08626-96-C-0105. TGRS will provide the engineering, development and testing of a new generation of Time Space Position Information (TSPI) instrumentation based on GPS technology to meet Joint Service requirements. TGRS is composed of an expendable airborne Digital GPS Translator (DGT) and a ground/mobile based GPS Translator Processor (GTP). The DGT will provide an extremely compact and accurate range capability for strategic and tactical missiles and spacelift vehicles. The GTP will miniaturize the current Translator Processor System (TPS), developed by IEC under a previous contract, will have digital and analog translator tracking capability, incorporate an all-satellites-in-view capability, reduce data latency, and track vehicles up to 75g and 75 g/sec dynamics. Part of the TGRS Contract with IEC included production options of a minimum of 50 and up to 250 DGTs in any one year and a minimum of 5 and up to 25 GTPs in any one year. These quantities were based on user requirements identified in FY95. User requirements have changed, thus reducing the quantities to a minimum of 1 and up to 30 DGTs in any one year; and a minimum of 1 and up to 10 GTPs in any one year. The Government has not procured a data package for TGRS as it is still under development. No data is available for recompetition of the production of the DGT and GTP. There are user_s with immediate needs for the DGTs and GTPs. Thus, the requirement to renegotiate prices for lower quantities. Additional (new) users for GTPs have been identified. These new users also require Interim Contractor Support (ICS), such as spares, depot repair, engineering and technical services, which will be negotiated as Time-and-Material (T&M). Currently, the Government intends to negotiate the DGT and GTP options as either Fixed-Price Incentive Fee (FPIF) or Firm Fixed-Price (FFP). As a result of the change in quantities, users, and the lack of data to recompete the production of the DGT and GTP, the Government will negotiate on a sole-source basis with IEC in accordance with FAR 6.302-1. An Ombudsman has been appointed to address concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
