66 -- L-BAND TELEMETRY RECEIVER SOL N68335-99-R-0160 DUE 060799 POC Ms. Barbara Petrzilka, (732) 323-2067, or Mr. Brian Johnson, (732) 323-5373 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number N68335-99-R-0160 is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #97-09. (iv) An award will be made from this synopsis/solicitation based on full and open competition. (v) A list of contract line item number(s) and items are: CLIN 0001: Scientific Atlanta L-Band Telemetry Receiver, Model Number 930B, or equal, 2 each, consisting of a Model 931-2B L-Band Tuner 1435 to 1540 MHz First IF, a Model 932-1 FM Demodulator, a Model 934-1B Spectrum Display Unit, Model 933-1 Linear Phase Filters 350 kHz, 500 kHz, 1 MHz, 3.3 MHz, and 12 MHz, and Rack Slides P/N 353637. (vi) Salient Characteristics for an L-Band Telemetry Receiver 1 General 1.1 Reception of L-Band (1435 to 1540 MHz) FM modulated telemetry signals consisting of IRIG 109-93 FM subcarriers, PCM data streams, or both. 1.2 Capability to store a minimum of 5 receiver setup programs. 1.3 Standalone and remote computer control (RS-232C or IEEE-488). 1.4 Local display or receiver status, setup, spectrum, and signal strength. 1.5 Automatic scan of the frequency range. 1.6 Carrier indicator light. 1.7 Front panel speaker and volume control. 1.8 Front panel tuner plugin capability. 1.9 Front panel demodulator plugin capability. 1.10 Very high stability and ruggedness. 1.11 Meets or exceeds all IRIG 106-93 specifications. 1.12 Meets or exceeds MIL-STD-461B specifications. 1.13 Power on self test (POST). 1.14 120 VAC 60 Hz input power. 1.15 Weight limit of 70 pounds. 2 RF Tuner Characteristics 2.1 Tuning range from 1435 to 1540 MHz (L-Band). 2.2 Front panel plugin design controlled locally or remotely. 2.3 Input impedance of 50 Ohms. 2.4 VSWR of 2.0:1 maximum. 2.5 First IF frequency greater than 100 MHz. 2.6 Frequency synthesized local oscillator for optimal stability. 2.7 Maximum noise level of 13dB. 2.8 Tuning accuracy of 1 PPM or better. 2.9 Pre select filter and RF pre amplifier. 2.10 Image rejection greater than 70 dB. 2.11 IF rejection greater than 80 dB. 2.12 Spurious emissions in compliance with MIL-STD-461. 3 First IF Characteristics 3.1 Center frequency greater than 140 MHz. 3.2 Frequency synthesis for a stability of 1 ppm or better. 3.3 Three selectable bandwidths (3dB), the largest being 15 MHz and the lowest being 1 MHz. 3.4 Phase response of less than + 2 degrees for a 15 MHz bandwidth and at most + 3 degrees for a 1 MHz bandwidth. 3.5 AGC range of at least 70 dB. 3.6 Roll off rate of at least 5.0:1 for 15 MHz BW and at least 2.5:1 for 1 MHz BW. 4 Second IF Filter Characteristics 4.1 Linear phase filtering with a phase response of + 2 degrees over the bandwidth (3 dB). 4.2 Plugin design. 4.3 Locally or remotely selectable bandwidths. 4.4 Bandwidths (3 dB) of 350 kHz, 1 MHz, 3.3 MHz, 5 MHz, and 10 MHz with options for other ranges. 5 Video Filter Characteristics 5.1 Attenuation response of at least 18 dB for out of band frequencies. 5.2 Video filter(s) are locally or remotely selectable from 12 kHz to 4 MHz with bypass capability of at least 6 MHz (3 dB). 6 FM Demodulator Characteristics 6.1 Front panel plugin design. 6.2 Local or remote control. 6.3 AFC control of the second local oscillator. 6.4 Deviation range from 100 kHz to 6 MHz. 6.5 Linearity maximum of 4% at 6 MHz. 6.6 AM rejection greater than 40 dB. 6.7 Limiting of 50 dB minimum. 7 Video Output Characteristics 7.1 Adjustable output level up to 10 V peak to peak into a 50 Ohm load. 7.2 Output attenuation control of at least 60 dB. 7.3 Low distortion. (vii) Delivery shall be made no later than 120 days ADC. The contractor shall provide on an FOB destination basis. Inspection and acceptance shall be made at destination. If the delivery date scheduled in the contract falls on a Friday, delivery will be acceptable on the next business day. (viii) FAR 52.212-1 Instructions to Offerors -- Commercial, applies to this acquisition and is incorporated by reference. (ix) This order will be awarded on a Lowest-Cost, Technically-Acceptable basis. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and is incorporated by reference. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and is incorporated by reference. The following DFARS clauses cited in paragraph (b) of DFARS 252.212-7001 are also applicable to this acquisition: 252.225-7001, Buy American Act and Balance of Payments Program, 252.225-7002, Qualifying Country Sources as Subcontractors. DFARS clause 252.204-7004, Required Central Contractor Registration, applies to this acquisition and is incorporated by reference. Lack of registration in the CCR database maymake an offeror ineligible for award. Warranty: The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranties are available at no additional cost to the Government. Acceptance of the standard commercial warranty does not wave the Government's rights under the "Inspection" clause nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The standard commercial warranty period shall begin upon final acceptance of the applicable material and/or services listed in the schedule. (xiv) DPAS rating: N/A.
