The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Dr. Yehuda Band, 7 Klil Hahoresh, Omer, Israel under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) Soliciting from a single source. This acquisition requires an expert in the field of optics, atom optics, Bose-Einstein condensates, and cold atom interactions. Dr. Band is uniquely qualified based on his past work in theoretical predictions of new matter wave effects that have set important new directions for the NIST experimental program in Bose-Einstein condensates and atom optics. Dr. Band is familiar in detail with the specific details and needs of the NIST experimental and theoretical programs in cold trapped atom physics. This acquisition is to create theoretical models, write computer codes, and use them to perform calculations and analysis on the theory of coherent matter waves. Dr. Band's skills and expertise are essential for the timely completion of the program goals and fulfillment of other agency obligations. The Government anticipates the award of a firm-fixed price purchase order. The period of performance for this requirement is for one year from contract award. This notice of intent is not a request for competitive proposals.
