Administration (NOAA), National Marine Fisheries Service, is issuing a
notice of intent to negotiate a sole source award with the University
of Massachusetts-Amherst (UMass) for elemental analysis of salmon
otoliths to determine if magnesium is a thermal marker. This work will
evaluate the incorporation of elemental magnesium in salmon as an
indicator of thermal history of individual fish; and, if applicable,
evaluate the thermal histories for salmon from nature. UMass has long
standing knowledge of the problems facing restoration and fisheries
management with salmon. UMass has experience in providing scientific
information on Atlantic salmon to every level of government.
Additionally, UMass has a significant level of expertise in analyitcal
chemistry and mircoprobe analysis. The proposed project supports the
objectives of NOAA to gather data, conduct research, and make
predictions about the marine environment conducted under the authority
of the Magnuson Fishery Conservation and Management (16 U.S.C. 1801 et
seq.), the Fish and Wildlife Act of 1956 (16 U.S.C. Sec. 742a et seq.),
the Fish and Wildlife Coordination Act (16 U.S.C. Sec. 661-667), and
the Secretary's Joint Project Authority (15 U.S.C. Sec. 1525). UMass
has the personnel with the technical skill to assist in the collection
of otolith elemental compostion data and report on the statistical
properties of these data. The period of performance is September 30,
1999 through August 31, 2000 and shall include one option year. The
statutory authority for other than full and open competition is 41 USC
253 (c)(1), Only One Responsible Source. Sources with similar
qualifications and experience may submit written requests for the
