for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will be not be issued.
Solicitation N47408-99-R-3929 is issued as a request for proposal. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-11. This procurement
is 100% set-aside for small business and is under SIC Code 7371. The
small business standard is $18,000,000.00. Proposed contract is one
base period from award through September 30, 2000 with three option
periods for one year each. Description of requirements: The Financial
Management Office of the Naval Facilities Engineering Command (NAVFAC)
has the following existing budget applications: Audit trail --
developed in Visual FoxPro 5.0, uses a connection to a MILCON database
for some of its data and resides on a network drive. This application
is accessed by users within FM as well as users in other offices in
NAVFAC. Family Housing Budget Execution -- developed in FoxPro 2.6.
Data resides on the network, but is primarily used by one individual in
FM. MCN,MCNR,FHN Apportionment -- developed in FoxPro 2.6. Uses data
from MILCON dBase database. Data resides on the network and is accessed
by multiple users in FM. O&MN Budget Execution and Budget Formulation
-- developed in FoxPro 2.6. Data resides on the network and is accessed
by multiple users in FM. OPN Budget Execution -- has SQL Server data
and a FoxPro 2.6 front end. Data resides on the network and is accessed
by users at NAVFAC as well as users on the West Coast. System is set up
as client server. Outleasing -- developed in Visual FoxProce 5.0. Has
a remote connection to another office's SQL Server database. Policy
Tracking System -- developed in FoxPro 2.6. Data resides on the network
and is accessed bymultiple users in FM. Status of Funds -- Developed in
Visual FoxPro 6.0. Has remote connections to the MCN SQL Server
database, the FIS CA Server, and to data in the OMN Budget Execution
System. Resource Allocation Plan Process -- developed in Visual FoxPro
6.0 (plan is to export to an Oracle database). Front ends are in
native FoxPro 6.0 and Cold Fusion web pages.The purpose of this task is
to develop additional systems, convert some of the existing systems,
and to maintain and modify as necessary all application within the FM
office. The individual assigned must have expertise in FoxPro 2.6,
Visual FoxPro 5.0 and 6.0, MS Front Page, SQL Server, Cold Fusion
Studio and Server, and writing HTML. In addition, the individual must
have a working knowledge of Windows NT networks and have an
understanding of Navy budgeting requirements. The contractor shall
furnish all personnel to perform the tasks. Technical Requirements:
Technical support is required to convert existing FoxPro 2.6
applications to the latest version of Visual FoxPro. Modifications to
O&MN Budget Formulation are needed to enhance analyst productivity. The
audit trail application needs to be modified to access a SQL Server
database vice the dBase it now accesses. Other applications must be
maintained and modified as higher level requirements dictate or as
required by recent move from Banyan Vines to NT network environment.
New development is needed to produce a Document Tracking system, and an
application to track Unmatched Disbursements and Negative Unliquidated
Obligations. The Government shall ensure it has licensed copies of all
necessary software. The Government shall provide: a. Access (including
logon cabability) to a workstation in Building 33 of the Washington
Navy Yard on the NAVFAC network for the purposes of software
development, data conversion, system installation, live environment
testing, demonstration, and training for the new system for the
duration of the project; b. Access to the current user community
members for requirement analysis and definition purposes. c. Access to
users to present training on the new/modified systems. The contractor
shall collect information and verify requirements; perform analysis,
programming, testing, and data conversion; conduct demonstration/review
sessions; and install the new system in Government facilities (NAVFAC
HQ, Washington Navy Yard). All deliverable products are subject to
approval by Sally Earl., Code FMC, or her authorized representative.
FAR 52.212-1 Instructions to Offerors-Commercial Items applies to this
acquisition. FAR 52.212-2 Evaluation-Commerical items applied to this
acquisition and will be based on price and past performance. Offeror
is to include a completed copy of the provision at FAR 52.212-3 Offer
Representations and Certifications-Commercial Items with its offer.
Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies
to this acquisition. FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commerical Items
applies to this acquisition and any other additional FAR clauses cited
in this clause with are applicable to this acquisition. Defense
Priorities and Allocations System is DO. The request for proposal is
