The Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, MD has a requirement for engineering, technical, and management support services for the operations, maintenance and training support of the Marine Corps Distance Learning Program (MCDLP). The services include operations and maintenance support, training, documentation support, facility planning and hardware acquisition support of MCDLP components located across Marine Corps bases (CONUS & OCONUS). These components consist of, but are not limited to, Training and Education Point of Presence (TEPOP), Learning Resource Centers (LRCs), Automated Electronic Classrooms (AECs), and Video Teleconferencing/Teletraining (VTC/VTT) rooms. The contract type is anticipated to be an Indefinite-Delivery/Indefinite-Quantity (IDIQ) task order contract with provisions for issuance of both Time and Material (T&M) as well as firm fixed-price (FFP) orders. The estimated level of effort is a total 1,024,800 man-hours over a five year period, with the requirement that a minimum of 15% to the total estimated contract value be subcontracted to small, small disadvantaged and woman owned businesses. The period of performance will be for a base period of seven months (commencing March 2000 and running through September 2000) with four one-year options, plus one five month option (running from October 2004 through February 2005). This requirement is not a follow-on and therefore there is no incumbent. All interested firms must have or be able to obtain a SECRET facility clearance.
