follow-on to a notice published in the Commerce Business Daily on
September 18, 1998 under solicitation number DAAB07-98-R-0022. This
notice is for the acquisition Total Engineering and Integration
Services (TEIS) (pronounced "tease"). Non-personal Information
Technology (IT) support services in the areas of information systems
engineering, security engineering, security certification, product
evaluation, information systems integration, systems analysis, detailed
engineering, installation support, transitional operations and
maintenance (O&M) support, information technology technical support,
technical documentation review, engineering publications and
documentation, test and evaluation, technical instruction, drafting and
illustration support, information assurance, technology demonstration
capability, rapid prototype capability, business process reengineering
and software development that is intrinsic to engineering tasks in
support of the U.S. Army Communications Command (USACECOM), the U.S.
Army Information Systems Engineering Command (USAISEC) and supported
customers at Continental United States (CONUS) and Outside Continental
United States (OCONUS) locations. The objective of this acquisition is
to provide integrated support to USAISEC's mission. This acquisition
will consist of a consolidation of the following existing contracts:
Information Mission Area (IMA) contract DAEA32-95-D-0001, Science
Applications International Corporation (SAIC); Technical Integration
Engineering Support (TIES) contracts DAAB07-98-D-0005, EER Systems Inc.
and DAAB07-98-D-0006, Research Analysis and Maintenance, Inc.; Quality
Assurance, Acceptance Testing and Test and Evaluation (QAATTE)
contracts DAAB07-97-D-0002, Correa Enterprises and DAAB07-97-D-0003, FC
Business Systems; and Information Security Engineering (INFOSEC)
contract DAAB07-97-D-0001, J.G. Van Dyke and Associates. The
anticipated period of performance is a 60 day phase-in period and a
base period plus four option periodscommencing on or about 1 January
2000 for a total of five years. The government intends to make multiple
awards up to three contracts. Up to two contracts will be awarded under
full and open competition; and one will be awarded under a partial
small business set-aside with a goal of 30% of the total contract
value. The contract type will be an indefinite delivery, indefinite
quantity contract with fixed priced (prenegotiated loaded hourly labor
rates) and reimbursable contract line items. The Standard Industrial
Classification (SIC) code 4813-Telephone Communications, Except for
Radiotelephone, small business size standard 1,500 employees is
applicable to this acquisition. A top secret facility clearance will be
required with access to classified information at a level up to and
including Top Secret and Sensitive Compartmented Information (SCI).
This acquisition will be conducted on the CECOM Acquisition Center's
Business Opportunities Page (BOP) at internet site

(see link on web page). Since an official Bidder's Mailing List will
not be established, requests for being placed on the list or for a copy
of documents is not necessary. Additionally, hard copies of documents
will not be provided. To access documents, click on folder icon located
to the left of the RFP number. An electronic reading room will be
available on or about May 10, 1999 containing Freedom of Information
Act (FOIA) copies for Fiscal Year (FY) 1998 and 1st quarter FY99 of
each contract (listed above) and modifications, task orders and
modifications; and USAISEC technical guides. Notice and instructions
will be provided on the BOP upon availability under a message titled
"Reading Room". Estimated milestones are: Draft Request for Proposal
(DRFP), May 26, 1999; Presolicitation Conference, June 25, 1999; 2nd
DRFP, July 9, 1999; Final RFP, August 11, 1999; ReceiveProposals,
September 10, 1999; Contract Awards, December 4, 1999. Industry
comments on the DRFP, the acquisition strategy, and any other pertinent
issues regarding this acquisition are encouraged. Comments can be
