a combined synopsis/solicitation for commercial service prepared in
accordance with the Federal Acquisition Regulation (FAR) Part 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED.
The solicitation number for this Request for Quotation is
DE-RQ65-99WG51217. This solicitation and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.
This solicitation is issued on an unrestricted basis, under Standard
Industrial Code 7629 with a small business standard of 500 employees.
DSW has a requirement for the service to: Provide parts and labor to
modify one (1)169DWE16,1200 amp breaker per Westinghouse Service
Advisory dated March 17,1995. Work to be performed at the vendors
facility. SCOPE of WORK 1. Completely dismantle phase assemblies 2.
Install new bottom flange on each porcelain assembly. 3.Thoroughly
scrub and clean inside & outside of each porcelain assembly. 4.
Vibratory clean & polish interrupter moving contact fnger cluster and
collector finger assemblies. 5. clean & polish stationary contacts. 6.
Re-silverplate each end of non-interrupter support casting and "Y"
support casting. 7.Clean, inspect, lubricate, & reassemble interrupter
side assemblies. Apply Loctite #271 to mounting hardware on epoxy
support pedestals. 7. Check clearance between top of interrupter piston
& moving contact cylinder, and adjust if required. 8. Thoroughly clean
moving contact teflon arc chambers. 9. reassemble phase assemblies
using new seal gasket. 10. rebuild hydraulic shock absorbers (7 total).
11. Inspect shock absorber operating arms on phase operating levers,
and remanufacture if requird. 12. Check external operating linkage
settings, and readjust if required. 13. Rebuild pneumatic operating
mechanism open & close valves. 14. Recondition air reservoir (sandblast
epoxy coat interior).15. Pull vacuum and fill with SF6. 16. Leak check.
17. Perform operational timing tests. 18. Measure contact resistance.
19. Perform one-minute voltage withstand tests. 20. Repaint breaker.
21. Provide one year warranty. 22. Provide pick-up and return
transportation from vendors repair facility to Yuma, AZ. (Western to
provide loading and unloading crane service). 23. Vendor to provide
shipping braces for Western installation between phase assemblies at
the base of each porcelain. Vendor to bill (with prior Contracting
Officer approval) additional parts not included above at the prevailing
rates. The Following provision apply FAR 52.212-1, Instructions
Offerors Commercial Items, FAR 52.212-3, Offerors are required to
complete and include a copy of the following provisions with their

of applicable commercially published price lists pertaining to your
