USAID/West Bank & Gaza seeks the services of a U.S. firm or organization to provide professional technical assistance to implement the Local Government Program for the West Bank and Gaza strip. The program will focus on three inter-related components and corresponding activities: 1) developing an enabling environment for a more decentralized local government system; 2) building local government capability to assume more responsibility and meet citizen' needs by supporting the establishment of transparent, effective and efficient local government units; and 3) increasing mechanisms for citizens' participation at the local level to increase accountability and responsiveness of local governance.
