Applications International Corporation (SAIC)-Frederick is soliciting
proposals from qualified firms to house "conventional" rodents (mice,
rats, hamsters and guinea pigs) and rabbits. The facility must be
AAALAC accredited and located within a forty (40) mile radius of
Frederick, Maryland. Services to be provided include animal care,
related technical support and transportation of material to and from
either the National Institutes of Health (NIH) in Bethesda, Maryland or
the National Cancer Institute (NCI) Frederick Cancer Research &
Development Center (FCRDC) in Frederick, Maryland. Related technical
support includes the capability to perform, at a minimum, the following
services: (1)routine injection, tumor palpation, necropsy, minor
surgery; (2) breeding to include backcrossing, background changing and
maintenance of all necessary records; (3) tail snips and DNA
preparation for PCR testing; (4) monoclonal antibody production; (5)
polyclonal antibody production; (6) timed meetings for rederivation
(embryo transfer and hysterectomy rederivation) and (7) antibody
profile testing. In addition, a computer based record keeping system
with the capability to send and receive data between the subcontractor
and investigators at both NIH and NCI-FCRDC should be available. The
animals to be housed may be infected with any or all of the following
agents: (1) Mice: Sendai Virus, Parvovirus, Mouse Hepatitis Virus,
Pinworms -- S. obvelata, A. teraptera and Ectoparasites; (2) Rats:
Sendai Virus, PVM, RCV/SDA, KRV/H-1 and Pinworms -- S. muris; and (3)
Hamsters: Protozoa -- Trichomonads, spironucleus, Girardia. Dpending
upon scientific need, animals to be housed under this contract may have
been infected by other agents in addition to those listed above.
However, none of the animals to be housed under this agreement will
knowingly be infected with Lymphocytic Choriomeningitis Virus,
Ectromelia or Salmonella sp. It may be necessary to accept animals with
less than twenty-four (24) hour notice. Offerors shall possess the
ability to provide consulting services to the investigators from a
Veterinarian, an Animal Geneticist, a Board Certified Animal
Pathologist or similar professionals. The subcontractor will be
responsible for the disposal of chemical and special medical wastes and
must provide a Chemical Hygience Officer, Chemical Hygiene Plan, etc.,
as described in 29 CFR 191.1450. Material safety data sheets, records
and other related information will be maintained at the
subcontractor's site. Spill response and clean up will be the
subcontractor's responsibility. The contract will be in effect for a
period of one (1) year and may be extended by SAIC for two (2) one-
year periods. The total maximum period, including the two (2) one-year
renewal periods, will not exceed three (3) years. Evaluation factors
for selection will be based on the firm's past performance (10%),
animal care capabilities (30%), technical support capabilities (30%)
and cost (30%). Request For Proposals (RFP) will be available upon
request. Telephone calls for solicitations will be accepted. SAIC
intends to evaluate proposals and make an award without discussions.
Offerors should provide their best offer initially from a cost &
technical standpoint. Each offeror will be required to submit both a
technical & cost proposal based upon the evaluation factors identified
in the RFP. Proposals must be received on or before June 8, 1999, 4:00
pm, eastern standard time, at the following address: SAIC-Frederick,
NCI-Frederick Cancer Research & Development Center, Bldg 244, Miller
Drive, Frederick, MD 21702-1201, Attn: Joanne Clarence. Submittals
received after the due date will be returned without consideration.
Award of a single requirements contract will be made to the "best
value" offeror by approximately July, 1999. This announcement
