This is a combined synopsis/solicitation for commercial items, prepared
in accordance with the format in Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
WRITTEN SOLICITATION WILL NOT BE ISSUED. The U. S. Department of
Housing and Urban Development (HUD), New York Contracting Branch is
issuing Request for Quotations (RFQ) Number R-NYC-00395 for the supply
and delivery of forty (40) new leased vehicles to the Newark, NJ;
Buffalo, NY; Baltimore, Maryland and Washington, DC areas. Delivery
shall be within 30 days of award, however offerors may offer a later
delivery with the understanding that it is an evaluation criteria for
contract award as mentioned below. This solicitation is issued
unrestricted. It is issued in accordance with Federal Acquisition
Regulation (FAR) 12.203 and Subpart 13.5,Test Program For Certain
Commercial Items. For information only, the Standard Industrial Size
Standard (SIC) Code is 7515, Passenger Car Leasing, the size standard
of which is $18.5 million average annual gross revenue for the last
three (3) fiscal years. The following types of vehicles are required:
CLIN I- Full sized executive 4 door vehicles (Grand Marquis, Park
Avenue, Chrysler LHS or equivalent). CLIN II- Full sized 4 door
vehicles (Crown Victorias, Bonnevilles, or equivalent). CLIN III-
Middle sized 4 door vehicles (Sables, Grand Prix, Intrepid or
equivalent). CLIN IV- Middle sized 2 door vehicles (Monte Carlo,
Cougar, Grand Prix, or equivalent). CLIN V- middle sized 4 wheel drive,
4 door vehicles (S10 Blazer, Explorer, Cherokees or equivalent). CLIN
VI- Large sized 4 wheel drive, 4 door vehicles (Expedition, Suburban,
Mountaineer, Durango or equivalent). CLIN VII- Extended length
mini-vans (Windstar, Villager, Grand Voyager, or equivalent). CLIN
VIII- Large sized 4 wheels drive, 2 door vehicles (Blazer, Bronco,
Tahoe, or equivalent). The contract requirements are as follows: 1)
Eighteen (18) Vehicles to be delivered to the local car dealer near the
NEWARK HUD OFFICE located at 1 Newark Center, Newark, New Jersey : CLIN
I (2 each), CLIN II (4 each), CLIN III (3 each), CLIN IV (2 each), CLIN
V (2 each), CLIN VI (1 each), CLIN VII (2 each), CLIN VIII (2 each). 2)
Two (2) Vehicles to be delivered to the local car dealer near the
BUFFALO HUD OFFICE, located at Buffalo, New York: CLIN I (1 each), CLIN
II (1 each). 3) Eight (8) Vehicles to be delivered to the local car
dealer at the BALTIMORE, MD HUD OFFICE, located at 10 South Howard
Street, Baltimore, Maryland: CLIN II (3 each), CLIN III (2 each), CLIN
V (3 each). 4) Twelve (12) Vehicles to be delivered to the local car
dealer at the WASHINGTON, DC HUD OFFICE, located at 800 North Capital
Street, Washington, DC: CLIN I (5 each), CLIN III (3 each), CLIN VI (3
each), CLIN VII (1 each). All vehicles shall have air conditioning,
auto transmission, power steering, power brakes, power door locks,
power windows, remote keyless entry, cruise control,tilt-wheel
steering, AM-FM Radio/CD Player, gasoline engines and spare tire with
tire changing tools; 1999 models with less than 10K miles. Daytime
Running Lights Must be DISABLED. All vehicles shall be leased with 20K
miles included per vehicle included in the per year lease cost, with
a minimal charge for mileage in excess of the 20K. Offerors are
encouraged to submit proposals for unlimited mileage per year as well.
Vehicle Inspection. There will be 2 joint visual inspections performed
on each vehicle leased under this contract. Registration, License and
State Inspection Stickers: For evaluation purposes vehicles are to be
a standard color with no two vehicles of the same model delivered to
the same location being the same color. There is no need to title and
permanently register vehicles, but temporary registration plates must
be provided. Each vehicle will be properly serviced by the contractor
to include oil, lubrication filters, tune-up, air conditioning
refrigerant as recommended by the manufacturer,and antifreeze prior to
being picked up. Accidents/Thefts. The Government Technical
Representative/Government Technical Monitor (GTR/GTM) (to be designated
upon award) will notify the contractor within 3 days of accident/theft
and will arrange for repairs of accident/theft and for repairs of
accident damage, including damage sustained to a stolen vehicle during
the period prior to recovery. The contractor will not be required to
provide a replacement vehicle during the period the vehicle is out of
service. If the vehicle is damaged beyond repair according to insurance
adjuster reports or not recovered 30 days after the date of the theft,
the contractor will be reimbursed the residual value of the vehicle
based on the average of the wholesale and retail prices listed in the
current edition of the NADA used car book at the time of the
accident/theft, in full satisfaction of any and all liabilities under
this contract, provided that the Government's liability to pay the
monthly lease cost shall cease as of the time of the accident/theft.
Deliveries and acceptance of vehicles shall be FOB destination on the
date and specified places above. Upon notification the GTR/GTM will
pick up the cars at the designated local car dealership. Damages and
Repairs to Vehicles. Damaged vehicles will not be returned to
contractor until a complete investigation has been made by the
appropriate HUD officials and the 2nd joint inspection has been made to
determine liability and cost of repairs. The offeror shall also
consider that vehicles leased under this RFQ will be for the exclusive
use of the U. S. Government and therefore exempt from state or local
taxes. The offeror shall provide the most favorable commercial warranty
that the offeror provides to any customer leasing a new vehicle. Work
Performance Period. The contractor's service will be based on a 36
month lease funded yearly, subject to funds availability. Offers must
be submitted based on a standard 36 month lease. Additional
Information. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.

FAR 52.212-1 Instructions to Offerors-Commercial Items (August 1998);
(a) ... (b) Submission of offers. Submit signed and dated offers to the
office specified in this solicitation at or before the exact time
specified in this solicitation. Offers may be submitted on the SF1449,
letterhead stationery, or as otherwise specified in thesolicitation.
As a minimum, offers must show. (1) The solicitation number; (2) The
time specified in the solicitation for receipt of offers; (3) The name,
address, and telephone number of the offeror; (4) A technical
description of the items being offered in sufficient detail to evaluate
compliance with the requirements in the solicitation. This may include
product literature, or other documents, if necessary; (5) Terms of any
express warranty; (6) Price and any discount terms; (7) "Remit to"
address, if different than mailing address; (8) A completed copy of the
representations and certifications at FAR 52.212-3; (9) Acknowledgment
of Solicitation Amendments; (10) Past performance information, when
included as an evaluation factor, to include recent and relevant
contracts for the same or similar items and other references (including
contract numbers, points of contact with telephone numbers and other
relevant information); and (11) If the offer is not submitted on the SF
1449, include a statement specifyingthe extent of agreement with all
terms, conditions, and provisions included in the solicitation. Offers
that fail to furnish required representations or information, or
reject the terms and conditions of the solicitation may be excluded
from consideration. (c) Period for acceptance of offers. The offeror
agrees to hold the prices in its offer firm for 30 calendar days from
the date specified for receipt of offers, unless another time period is
specified in an addendum to the solicitation. (d) ... (e) Multiple
offers. Offerors are encouraged to submit multiple offers presenting
alternative terms and conditions or commercial items for satisfying the
requirements of this solicitation. Each offer submitted will be
evaluated separately. (f)... (g) Contract award . The Government
intends to evaluate offers and award a contract without discussions
with offerors. Therefore, the offeror's initial offer should contain
the offeror's best terms from a price and technical standpoint.
However, the Government reserves the right to conduct discussions if
later determined by the Contracting Officer to be necessary. The
Government may reject any or all offers if such action is in the public
interest; accept other than the lowest offer; and waive informalities
and minor irregularities in offers received. (h) Multiple awards. The
Government may accept any item or group of items of an offer, unless
the offeror qualifies the offer by specific limitations. The Government
reserves the right to make an award on any item for a quantity less
than the quantity offered, at the unit prices offered, unless the
offeror specifies otherwise in the offer. (i) ... (j) Data Universal
Numbering System (DUNS) Number. (Applies to offers exceeding $25,000.)
The offeror shall enter, in the block with its name and address on the
cover page of its offer, the annotation "DUNS" followed by the DUNS
number that identifies the offeror's name and address. If the offeror
does not have a DUNS number, it should contact Dun and Bradstreet to
obtain one at no charge. An offeror within the United States may call
1-800-333-0505. The offeror may obtain more information regarding the
DUNS number, including locations of local Dun and Bradstreet
Information Services offices for offerors located outside the United
States, from the Internet home page at http://www.dnb.com/. If an
offeror is unable to locate a local service center, it may send an
e-mail to Dun and Bradstreet at globalinfo@mail.dnb.com. Submission
Requirements: The offerors must submit with their quotations the
following : A) A complete description of cars offered and their ability
to meet minimum standards and equivalencies and a statement regarding
delivery to each location within 30 days of award or alternate date. B)
Prices per type of vehicle for each location for 36 month lease quoted
on a MONTHLY basis for each year. 2) When submitting a quotation
consider that the Government is self-insured and the applicability of
52.228-8 Liability and Insurance -- Leased Motor Vehicles (May 1999).
The offeror must include no cost for insurance or contingency to cover
losses, damage, injury, or death for which the Government is
responsible. C) References (names, address and telephone number of at
least three customers (federal customers if possible) of similar sized
leased fleet of cars). 52.212-3 Offeror Representations and
Certifications -- Commercial Items (May 1999). 52.212-4 Contract Terms

and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items (May 1999). 52.219-23, Notice of Price Evaluation
Adjustment for Small Disadvantaged Business Concerns (Oct 1998). If the
offeror elects to waive the adjustment, it shall so indicate in its
quotation ; 52.232-33 Payment by Electronic Funds Transfer- Central
Contractor Registration (May 1999). Signed and dated offers with firm's
letterhead must be submitted to HUD, NY Contracting Branch, Room
35-120, 26 Federal Plaza, NY, NY 10278-0068 no later than May 26, 1999
at 3:00 PM Eastern Time. All quotations must be submitted in THREE (3)
copies. The envelope should identify the Solicitation by the Number
R-NYC-00395. NO FAXED quotations will be accepted. Evaluation Criteria
: 52.212-2 Evaluation -- Commercial Items (Jan 1999). The Government
will award a contract resulting from this combined
synopsis/solicitation to the responsible offeror whose quotation
conforming to this synopsis/solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate quotations (in descending order of
importance): A) Capability of the offeror to provide the kind of
vehicles referenced in this solicitation within 30 days of award or as
close to this date as possible to the HUD locations specified. B) Past
Performance as evidence by references. C) Price. For evaluation
purposes the price for Base Year together with all Option Years will be
evaluated. Capability and Past Performance, when combined are of
approximately equal weight to cost or price. Special Announcement: This
notice will be posted on HUD's Internet Home Page since HUD posts all
required notices of its contracting opportunities at
http://www.hud.gov/cts/ctsoprty.html. Potential offerors who download
copies of solicitations from HUD's Home Page Contracting Opportunities
will not automatically receive any amendments to those solicitations.
