Best Value Construction Services Task Order Contract (TOC). The USPFO for California is soliciting proposals for a multiple award, multiple-year maintenance, repair and construction service contract for the California Air and Army National Guard. Work to be performed at the following National Guard County locations: Butte, Sacramento, Solano, Alameda, Santa Clara, and Stanislaus. Multiple awards will be made. Task orders will be issued to TOC contractors based on the low competitive price, or a combination of price and other factors (best value judgments) in accordance with FAR 16.505. Task Orders may be issued for a period of one (1) calendar year from date of contract award, with option to extend contracts for four (4) additional years. Task orders shall not exceed a cumulative amount of $20 million for the life of the contract, and an individual task order shall not exceed $3 million. Source selection procedures in accordance with FAR Part 15.3 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project Management Ability with an emphasis on Key Management Staff, Technical Support Staff, Quality Control Plan, and Financial Capability; (2) Subcontracting Support Capability with an emphasis on Subcontract Management Staff, Identification of Key Subcontractors, and Purchasing System/Level of Subcontracting; (3) Past performance; and (4) Price Proposal.
