Sea Systems Command (NAVSEA) intends to modify Contract
N00024-94-C-5441 with Northrop Grumman Norden Systems, Inc. (NGNS) of
65 Marcus Drive, Melville, NY 11747, to add new scope work to the
existing development, low-rate-initial-production (LRIP) contract. This
new scope work will be for the production of three (3) AN/SPQ-9B
Lightweight Antenna Engineering Change Kits (ECKs) and a SPQ-9B
Processor with Stimulator for the AEGIS Combat System Engineering
Development Site (CSEDS). Each Lightweight Antenna Engineering Change
Kit will consist of a Slotted-Array Antenna, Pedestal Electronics Kit,
Junction Box, and those consumable installation materials required to
modify the below deck AN/SPQ-9B Radar equipment. The Stimulator shall
enhance the AN/SPQ-9B Processor's capability to function as a
stand-alone unit while integrating the radar system with the AEGIS
Combat System. NGNS is the original designer, developer, and sole
manufacturer of the AN/SPQ-9B Radar System. Therefore, no other firm
possesses the technical expertise required to produce the said items.
This new scope change modification will be issued pursuant to 10 U.S.C.
2304(c)(1). "Only one or a limited number of responsible sources and no
other supplies or services will satisfy agency requirements". See
