sandi.nixon@fema.gov. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6 as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
EMV-1999-RQ-0034, issued as a Request for Quotation (RFQ) is for the
purchase of High Frequency (HF) antennas and associated peripheral
equipment as identified below. The solicitation document and
incorporated provisions and clauses are those in effect thru Federal
Acquisition Circular 97-11. This procurement is issued on an
unrestricted basis, SIC Code is 3669/small business size standard is
750. It is anticipated a single award will result in the issuance of a
firm-fixed price simplified acquisition order (i.e., an all-or-none
award). This determination is made based on the reason that although
the antennas and associated equipment will not require
installation/integration prior to shipment by the Contractor, all items
must be compatible as far as size and fit and must be shipped together
with the antennas at one time. The Gov't will inspect and accept all
items at the Denton, TX Mobile Emergency Response Support (MERS)
Detachment and then ship each "antenna group" (i.e., one antenna and
associated equipment) to each of the other four MERS Detachments. The
first FEMA-wide Y2K test is scheduled for 7/19/99 and each MERS
Detachment has to install, integrate and make operational the HF
antenna for this test. The MERS pretest is scheduled for the week of 5
Jul. Items are required to be delivered, FOB Destination, to FEMA,
Denton, TX 76201. Delivery time to be annotated by the offeror,
however, the Gov't desires expeditious delivery in order to make the
necessary preparations for the MERS pretest of 5 Jul. ITEM No. 1.
Antenna, LFH Fanlite, C&S Antennas, Inc., Sterling, VA Part Number
(P/N) LFH-230/1, or approved equal, QTY of 5 EA. ITEM No. 2. Carrymast
-- 50', C&S Antennas, Inc. P/N CTM15, or approved equal, QTY of 3 EA.
ITEM No. 3. Halyard -- 15m, C&S Antennas, Inc. P/N 31340, or approved
equal, QTY of 5 EA. ITEM No. 4. Heavy Duty Transit Bag for the CTM15
Carrymast (ref Item No. 2), C&S Antennas, Inc. P/N 33424, or approved
equal, QTY of 3 EA. ITEM No. 5. HN-F to N-M Connectors, Pastermack
Enterprises P/N PE-9125, or approved equal, QTY of 10 EA. ITEM No. 6.
Cold Shrink, Andrew Electronics P/N 241474-5, or approved equal, QTY of
5 EA. ITEM No. 7. Modem, HAL P/N DSP-41, or approved equal, QTY of 5
EA. ITEM No. 8. Cable, Wire (1/4"), Commercial Grade Stainless Steel,
West Marine P/N 479790, or approved equal, QTY of 4 EA of 83' Lengths
X 5 for a total of 1,660' and 4 EA of 80' Lengths X 5 for a total of
1,600' = Grand Total of Feet Required of 3,260. ITEM No. 9. Stainless
Steel Wire Roof Clamps, West Marine P/N 272104, or approved equal, QTY
of 160 EA (32 per antenna). ITEM No. 10. Stainless Thimbles, West
Marine P/N 126813, or approved equal, QTY of 40 EA (8 per antenna).
Offerors shall submit descriptive literature if offering an "or equal"
product. The literature must be sufficient enough to allow the Gov't
to evaluate the product to make a determination of product
compatibility with the antennas and associated equipment. Evaluation:
The Gov't will make award to the responsible offeror whose offer
conforming to the stated requirements will be most advantageous to the
Gov't, price and other factors (i.e., ability to provide all items and
ability to deliver expeditiously). Technical is of greater importance
when compared to price, therefore, the Gov't will utilize Best Value
procedures according to FAR Subpart 13.106 in making an award. Failure
of an offeror to submit descriptive literature for a proposed "or
equal" product will result in that product being rejected from further
consideration. Further, descriptive literature which fails to show
that the proposed product complies with the requirements stated above
will result in the rejection of that product. Offerors are to include
a completed copy of FAR provision 52.212-3 "Offeror Representations and
Certifications -- Commercial Items" w/their response. The following FAR
clauses also apply: 52.212-4 "Contract Terms and Conditions --
Commercial Items," 52.212-5 "Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items," "
52.222-26 "Equal Opportunity," 52.222-35 "Affirmative Action for
Disabled Veterans and Veterans of the Vietnam Era," 52.222-36

52.225-3 "Buy American Act -- Supplies." Due date for receipt of
