(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (2) The solicitation number is N00600-99-Q-2005. This solicitation is issued as a request for quotation (RFQ). (3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11 and Defense Acquisition Circular 91-13. (4) The standard classification code is 7319, and the small business sized standard is $5 million dollars. See Note 1. (5) SCHEDULE. A list of the Contract Line Item Numbers (CLINs) are: CLIN 0001: Portable display units (see specifications below), 250 each; CLIN 0002: Graphic Display Panels -- Enlisted (see specifications below), 187 pairs; CLIN 0003: Graphic Display Panels -- Medical (see specifications below), 31 pairs; CLIN 0004: Graphic Display Panels -- Officers (see specifications below), 32 pairs. (6) SPECIFICATIONS. Specifications for each CLIN are as follows: CLIN 0001: A portable, small packed size (52" long and 10" diameter maximum) lightweight (20 pounds or less in total weight), durable, easy to carry, graphic display system with a vinyl display panel of approximately seven feet by four feet. The display system must be capable of displaying two graphics on the same panel that can be turned around to view the other side, see CLINS 0002, 0003 and 0004. The units must consist of stainless steel or other similar durable connectors, telescoping upright supports that retract automatically. The display unit must include downstop locks that allow the telescoping uprights to be adjusted to keep the graphic panel taunt and wrinkle free regardless of its length or other factors. The unit must have support feet large enough to stabilize the unit it an indoor environment and allow it to be free-standing. Components of the display unit must be durable and easily transportable, with a minimum number of individual parts, which should be easy to assemble. The display units should allow for changes in the visual images without the use of tools. Normally assembly should be accomplished in approximately one minute. Components must be interchangeable with other components of the same display system, in order to combine units into larger displays as necessary, without tools, and to allow for immediate parts recovery in case of misplacement. Display units should be provided with individual protective carrying cases with integrated table drapes with Navy monochrome graphics reading "Navy, Let the Journey Begin". CLIN 0002: Vinyl graphic display panels of approximately seven feet by four feet. The display system must provide two graphics on the same panel that can be turned around to view the other side. The Navy will provide graphic files for printing of the display panels. The graphics will be provided on disk (CD-ROM, ZIP, JAZZ) in an appropriate electronic file format (EPS, JPEG, etc.). CLIN 0003: Vinyl graphic display panels of approximately seven feet by four feet. The display system must provide two graphics on the same panel that can be turned around to view the other side. The Navy will provide graphic files for printing of the display panels. The graphics will be provided on disk in an appropriate electronic file format. CLIN 0004: Vinyl graphic display panels of approximately seven feet by four feet. The display system must provide two graphics on the same panel that can be turned around to view the other side. The Navy will provide graphic files for printing of the display panels. The graphics will be provided on disk in an appropriate electronic file format. (7) DELIVERY is to be made FOB Destination within 42 days after receipt of order to Quotes should include shipping costs to 32 locations across the United States -- 8 units (sets of display stand and graphics) to each of 31 locations and 2 units to one location. Specific delivery addresses will be provided in the award document, but deliveries will be required at locations in Atlanta, Boston, Buffalo, Chicago, Columbus, Ohio, Dallas Texas, Denver, Detroit, Houston, Indianapolis, Jacksonville FL, Kansas City, MO, Los Angles, Miami, Minneapolis, Montgomery AL, Nashville, New Orleans, East Meadow NY, Omaha NE, Philadelphia, Phoenix, Pittsburgh, Portland, Raleigh NC, Richmond VA, San Antonio, San Diego, San Francisco, Seattle, St. Louis and Norfolk. (8) INSTRUCTIONS. FAR 52.212-1 is incorporated by reference and applies to this acquisition. In addition to the information requested therein, offerors shall provide 1) By the solicitation due date, a sample of the graphic display unit and graphic panel for customer review and 2) a brief description of follow-on support such as availability and timeliness for obtaining replacement parts, time necessary for preparing replacement graphic panels, and warranty on parts. Follow-on support should include website address for on-line parts ordering and graphics evaluation along with password for access if necessary. The sample graphic display unit and description of follow-on support will be shipped directly to Fleet and Industrial Supply Center, Norfolk, Washington Detachment, 1014 N Street, Bldg. 200, 4th Floor, Washington Navy Yard, Washington, DC 20374-2004. Please provide instructions and postage for the return of the samples, if return is desired. (9) EVALUATION. FAR 52.212-2 is incorporated by reference and applies to this acquisition. The following factors will be used to evaluate quotes: technical capability of the item offered to meet the requirement and price. Technical capability evaluation will include all of the above factors as well as overall quality of the display unit, quality of the printing on and the graphic panels themselves, and service and warranty provided by the supplier. (10) CERTIFICATIONS. Quoters shall include a completed copy of all the certifications in FAR 52.212-3 and DFARS 252.212-7000 with its quote. (11) FAR 52.212-4 is incorporated by reference and applies to this solicitation and resulting contract. (12) FAR 52.212-5 is incorporated by reference and applies to this solicitation and resulting contract. Only FAR 52.212-5 paragraphs (a), (b)(3), (b)(6), (b)(7), (b)(8), (b)(9) and (e) apply.
