synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a WRITTEN
SOLICITATION WILL NOT BE ISSUED. Solicitation NO. DACW61-99-B-0024
applies. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-8.
This is an unrestricted procurement. The Government intend to procure
15,200 square yards of Uniaxial Geogrid; 24,500 square yards of
Biaxial Geogrid; and a contractor's representative to perform quality
assurance on the installation/construction site for a period of four
(4) days. The contractor will be required to furnish all plant, labor,
materials, equipment, supplies, and accessories required to perform
the as stated in the statement of work. The geogrid is intended for use
as a reinforcement for an earthen embankment (composed primarily of
silt) at the Wilmington Harbor South Disposal Area in Wilmington,
Delaware. Delivery is to be completed within thirty (30) calendar days
from the date of an award. The following clauses are applicable:
52.212-1, Instructions to Offerors -- Commercial; contractors are
required to complete and forward clause 52.212-3, Offeror
Representations and Certifications-Commercial Items, wit their offer;
clause 52.212-4, Contract Terms and Conditions-Commercial items; and
clause 52.212-5, Contract Terms and Conditions Required to Implement
Statues or Executive Orders-Commercial Items applies to this
acquistion. Contractors must be registered in the Contractor Central
Register (CCR) to quality for an award. Evaluation factors for award
will include submittal of reports by the contractor and his quality
assurance procedures and performance. The geogrid is intended for use
as reinforcement for an earthen embankment (composed primarily of silt)
at the Wilmington Harbor South Disposal Area in Wilmington, DE. As seen
in Figure 1, a biaxial geogrid, with a coverage of 200 feet by 1100
feet, shall be placed at the interface of the foundation and the
embankment. Followed by a 2-foot lift of compacted fill, a uniaxial
geogrid with a coverage of 124 feet by 1100 feet shall be placed and
the rest of the embankment will be constructed. REFERENCES -- The
publications listed below form a part of the specification to the
extent referenced. The publications are referred to in the text by
basic designation only. AMERICAN SOCIETY FOR TESTING AND MATERIALS
(ASTM) -- ASTM D 4595 Tensile Properties of Geotextiles by the
Wide-Width Strip Method -- ASTM D 4873 Identification, Storage, and
Handling of Geosynthetic Rolls -- GEOSYNTHETICS RESEARCH INSTITUTE
(GRI) -- GRI GG1 Geogrid Rib Tensile Strength -- GRI GG2 Geogrid
Junction Strength. Measurements shall be made of the total surface area
covered by geogrid in square yards. Geogrid delivered and accepted will
be paid for at the contract unit price inthe bidding schedule. The
following shall be submitted as specified: 1 Reports -Geogrid --
Manufacturer's certified raw and roll material test reports. The
Manufacturer shall certify the quality of the rolls of geosynthetic
reinforcement. As a minimum, the Manufacturer shall provide quality
control certificates for each batch of resin and each shift's
production. These quality control certificates shall be signed by an
officer of the Manufacturer, such as the production manager. Test
results not meeting the requirements in Tables 1 and 2 will result in
rejection of the applicable rolls. Certified test reports shall be
provided seven (7) days prior to delivery to the site. The quality
control certificate shall include: Roll numbers and identification --
Sampling procedures -- Results of quality control tests, including a
description of test methods used. Sampling and Testing --
Manufacturer's quality control (QC) manual. Samples -- One properly
identified 24 by 24 inch minimum size sample of both the biaxial and
uniaxial geogrid. DELIVERY AND HANDLING -- The Manufacturer shall check
the geogrid upon delivery to assure that the proper material has been
received. The geogrid material shall be delivered to the site in a dry
and undamaged condition. The guidelines presented in ASTM D 4873 shall
be followed. The Manufacturer is responsible for the condition of the
geogrid until it is delivered onsite. Once it is delivered, unloaded,
inspected and accepted by the Government, the Manufacturer or its
supplier is no longer liable for its condition. Inspection -- A quality
assurance (QA) representative shall be present during delivery and
unloading of the geogrid to inspect for damage. Labeling -- Rolls shall
be labeled with the manufacturer's name, product identification, lot
numbers, roll number, roll dimensions, and date manufactured. If the
geogrid has a primary strength direction, it shall also be identified.
Damage and Repairs -- Rolls of geogrid that are damaged during
delivery, storage orhandling will be rejected. No repairs will be
allowed on damaged geogrid. Handling -- Rolls of geogrid shall not be
dragged, lifted by one end, or dropped to the ground. No hooks, tongs,
or other sharp instruments shall be used for handling geogrids. Rolls
shall be lifted by use of cables or chains in contact with the
geogrid. PRODUCTS -- GEOGRID -- The Manufacturer shall be responsible
for providing geogrid reinforcement materials and any associated
components that meet all of the requirements of this specification. The
geogrid shall be a geosynthetic manufactured for reinforcement
applications, consisting of a regular network of integrally connected
polymer tensile elements with apertures of sufficient size to allow
strike-through (mechanical interlock) of the surrounding soil. The
geogrid shall have tensile strength elements and shall be constructed
of either polyethylene, polypropylene or high-tenacity polyester with
the following properties, shown in Tables 1 and 2. TABLE 1 BIAXIAL

Direction CD Cross Machine Direction INSTALLATION -- The Manufacturer
shall supply the Contractor with instructions on how to handle and
install the geogrid reinforcement. Instructions shall include, but is
not limited to, how to prepare the foundation soil prior to placement;
how to temporarily secure in-place; how to connect or splice the
geogrid to provide continuity; directions on the amount of overlap
required; and provide directions on how to backfill over the geogrid so
that wrinkles in and/or movement of the geogrid is held to an absolute
minimum. OVERSIGHT -- A qualified and experienced representative of
the geogrid manufacturer or its supplier shall be on site, for a
minimum of two days at the start of the installation, to assist the
field personnel and the Project Engineer in the proper construction and
installation techniques. Thereafter, the representative shall be
available on an as needed basis, as requested by the Philadelphia
District's Geotechnical Section, during the construction of the
remainder of the project. MEASUREMENT AND PAYMENT -- GENERAL -- All
measurements for payment shall be made by or in the presence of the
Contracting Officer. The Manufacturer shall preserve all rolls in good
condition until final measurement and until the records and samples
have been examined and accepted. Payment will be made only for those
rolls of geogrid which have been delivered undamaged and with the
proper submittals listed in Section 1.3 SUBMITTALS. Payment will not be
made for any roll of geogrid for which satisfactory records (and
samples), as determined by the Contracting Officer, are not furnished
or for materials that have been delivered damaged. BIAXIAL GEOGRID --
Measurement -- Measurement of geogrid reinforcement is on a square yard
basis and shall be computed on the total area of geogrid shown on the
drawing and aforementioned in this specification. This total area is to
include then area of geogrids used in overlaps recommended by the
Manufacturer. Payment -- Payment will be made for the area covered by
the biaxial geogrid at the contract unit price for Item No. 1, "Biaxial
Geogrid". UNIAXIAL GEOGIRD -- Measurement -- Measurement of geogrid
reinforcement is on a square yard basis and shall be computed on the
total area of geogrid mentioned in this specification. It is assumed
that no overlaps are required for the installation of the uniaxial
geogrid. Payment -- Payment will be made for the area covered by the
uniaxial geogrid at the contract unit price for Item No. 2, "Uniaxial
Geogrid". QA OVERSIGHT -- Measurement -- Measurement for QA oversight
is based on the number of days that a qualified representative of the
manufacturer or its supplier is onsite to assist the Contractor and
Engineer in the proper construction/installation techniques. For
estimation purposes, assume a total of four (4) days of QA oversight
two (2) days after the geogrid has been delivered to the site, and two
(2) additional days during the period of construction, both at the
request of the Philadelphia District's Geotechnical Section. The point

days the representative is onsite at the contract unit price for Item
