duberrv@onr.navy.mil. The Office of Naval Research (ONR), serving as
executive agent for the Department of Defense (DoD), is seeking
proposals to accelerate, within the university community, certain
research activities related to photoacoustic detection devices. As part
of DoD's University Research Initiative (URI) program, proposals are
sought from qualified U.S. institutions of higher education (IHEs) with
strong research capabilities related to the use of photoacoustic
sensors for characterizing airborne biological and chemical warfare
agents. Unresolved scientific issues include (a) establishing the
combination of laser light wavelengths, laser pulse energies and
photoacoustic transducer frequencies necessary for complete particle
identification; (b) optimizing the air-coupled transducers for airborne
particle identification; (c) and optimizing microcyclone collection
instrumentation. Coordination of research results with organizations,
particularly commercial organizations, that can transition research
findings to applications is strongly encouraged. It is anticipated that
a single grant award or cooperative agreement, not to exceed
$1,153,000.00 in total federal funding for a performance period not to
exceed three years, will result from this solicitation. A proposed
start date of 15 July 1999 is recommended. Qualified IHEs may contact
the ONR Technical POC to discuss related DoD research interests.
Proposals submitted in response to this announcement must be sent to
Office of Naval Research, ONR 353, Room 804, Attention: Photoacoustic
Detection Device BAA, 800 North Quincy Street, Arlington, VA 22217-5660
and must be received at the agency no later than 4:00 p.m. local time
on 8 June 1999. Offerors must state in their proposal that it is
submitted in response to this specific BAA. All proposals should be
accompanied by a completed certification package which can be accessed
through the ONR Home Page (http://www.ONR.NAVY.MIL) at "How To Submit
a Proposal." For grant or cooperative agreement proposals the
certification package is entitled "Certification Document." The
selection decision will be based on scientific review utilizing the
following criteria: (1) overall scientific and technical merit of the
proposed research, (2) potential DoD relevance and contribution to DoD
missions; (3) offeror's demonstrated capabilities, related experience,
and facilities which relate to the identified research area of
interest; (4) qualifications, capabilities, and experience of the
proposed key personnel and team leader; (5) potential impact of
interactions with organizations that can transition research results to
