jaugus@hoffman-issaa2.army.mil. The US Army Communications Electronics
Command (CECOM), Command and Control Directorate (C2D), Environmental
Systems Branch, intends to award one or more purchase orders for the
development of a laboratory working model of a transcritical CO2 cycle
heat pump that would replace its current 36,000 BTUH capacity
environmental control unit. The US Army 36K ECU is a packaged-unitary
stationary-type unit which contains all system components in a single
package and relies on external electric power. This effort is expected
to produce a proof-of-principle prototype that demonstrates expected
performance under a range of climatic conditions. (1) Offerors are
expected to design, construct, and test an experimental CO2 system that
utilizes the best available state-of-the-art CO2 prototype component
technologies. It is essential that components to be designed and/or
selected reflect maximum potential for system efficiency (COP) in the
cooling mode, with secondary importance on minimizing overall system
volume and weight, followed by system performance in heating mode. (2)
Offers shall detail the tasks to be accomplished to complete the
effort, to include all required tasks necessary for design,
fabrication, instrumentation, data acquisition, analysis, reporting,
followed by publication in an appropriate scientific forum. To the
extent possible, offers should provide technical descriptions of the
components to be utilized and address the extent to which the offer's
technical approach represents a unique and innovative approach. (3)
Where applicable, the Offeror should identify agreements and
associations with supporting organizations which may be critical to
successful and timely project execution. Offerors shall also address
any proprietary elements contained in the proposal and any limitations,
if any, to be imposed on the Army for later use of the research
results. (4) The research plan shall include an appropriate set of
heating and cooling test conditions and procedures that are to be based
on the applicable ASHRAE Standard for such systems. Offers shall
identify the laboratory and test facilities to be used, including
methods of instrumentation and diagnostics; key personnel, their
qualifications, and how their time shall be used; and a statement of
the offeror's relevant organizational experience with CO2 cooling
systems. (5) A detailed schedule of activities shall be provided
including task durations and completion dates. (6) A cost proposal
shall be provided which, as a minimum, shall identify direct labor
expenses, equipment and supplies, purchased services, other direct
costs including travel expenses, applicable overheads and fee, if any.
The overall period of performance for all work shall not exceed one
year from date of contract award, however, projects of shorter duration
are preferred. To the extent necessary to support the proposal, offers
may include illustrations of system schematics, components,
facilities, tables of test criteria, and any other appropriate
documentation. Detailed descriptions of proposed follow-on phases of
effort are not desired. Offers shall not exceed 20 total pages. Offers
shall remain valid until 31 December 1999. The Government reserves the
right to make one or multiple awards to offerors with demonstrably
unique and innovative technical approaches that fall within Government
cost constraints. The resultant purchase order(s) will be firm-fixed
price. Responses are to be received via email within 30 calendar days
of the posting date of this notice. All requests for further
