Service (MMS) intends to competitively award a contract to provide an
activity database and calculated emissions data of carbon monoxide,
sulfur dioxide, nitrogen oxides, PM10, PM2.5, ammonia, all VOC
including exempted compounds (40 CFR 51.100), and other data needed to
support ozone and regional haze modeling efforts over Federal waters
in the Gulf of Mexico Outer Continental Shelf (OCS) west of 87.5 W. The
Environmental Protection Agency (EPA) has promulgated new, more
stringent ambient air quality standards for ozone and is drafting
regulations dealing with regional haze. State agencies will be required
to perform modeling for ozone and regional haze for use in their State
Implementation Plans. The MMS is responsible for providing OCS
emissions data to the States for input into the ozone and regional haze
models. For completeness, MMS will also provide emissions data about
other sources such as exploration, construction, transportation,
lightering, supply vessels, and the Louisiana Offshore Oil Port (LOOP).
The Contractor for this study shall be given by MMS electronic surveys
containing activity data from individual OCS lease blocks and other
sources. Each survey shall contain information on sources emitting
pollutants on OCS production platforms, mobile offshore drilling units,
and construction and pipelaying (for lease-term pipelines)
vessels/barges. The Contractor shall be responsible for performing
quality control checks and calculating emissions data from the survey
information using a Data Management Program provided by MMS. Procedures
recommended by the Emissions Inventory Improvement Program (EIIP) shall
be used to collect and process these data. The EIIP procedures were
developed through a group effort between the State and Territorial Air
Pollution Program Administrators/Association of Local Air Pollution
Control Officials and the EPA in order to standardize emission data
collection and calculation. These data shall consist of a single
collection of information representing emissions for one (1) calender
year beginning on January 1, 2000. Air emissions from OCS production
platforms, mobile offshore drilling units, and construction and
pipelaying vessels/barges shall be included. For estimating emissions
from nonplatform sources such as exploration, construction,
transportation, and lightering, the Contractor shall use data from the
MMS Technical Information Management System (TIMS) as well as other
sources. The Contractor shall provide databases; a final report that
summarizes the activity data; the methodology, including quality
assurance/quality control (QA/QC), used to evaluate the emissions
inventory; any deviations from the EIIP procedures used; and a
description of data archiving. In addition, the Contractor shall
compare data collected in this study with prior emissions information
collected by MMS and others, including but not limited to the five-year
MMS study entitled "Gulf of Mexico Air Quality Study" (Contract #
14-35-0001-30604, Report# 95-0038, 95-0039, 95-0040). The Contractor
shall calculate emissions of greenhouse gases (CO2, CH4, N2O) from the
collected activity data and supply a separate database with this
information. Emissions from biogenic and geogenic sources (natural
seeps) shall also be estimated. The Gulf of Mexico has zones for
lightering whose emissions shall be estimated. For completeness, the
Contractor shall include an option, priced separately, which will be an
estimation of emissions from sources unrelated to OCS exploration and
production activities such as recreational boating, commercial
shipping, and military activities. The objectives of this study are:
(a) To collect, describe, quality check, and archive activity data from
sources over the OCS that emit criteria and precursor air pollutants
(i.e., carbon monoxide, sulfur dioxide, nitrogen oxides, PM10, PM2.5,
ammonia, all VOC including exempted compounds (40 CFR 51.100), and any
other data needed to evaluate ozone and regional haze modeling
efforts) over the course of one (1) calender year;(b) To calculate and
archive emissions data using the most current AP-42 emission factors
and the Data Management Program provided by MMS; (c) To compare the
emissions inventory with previously collected emissions data and
calculate greenhouse gases from the activity data collected for this
study; (d) To prepare a report that summarizes the emissions data and
describes QA/QC protocols, methodology used to generate the emissions
inventory, data archival procedures, and the results from sections (b)
and (c). The scope of work is as follows: A. General Program
Scheduling -- The operators shall collect activity data from January 1,
2000 to December 31, 2000. MMS shall provide a Data Management Program
and the activity data collected in the surveys to the Contractor in
early 2001, the Contractor shall apply quality control procedures to
the data. Additional data for estimating emissions from exploration,
construction, transportation, lightering, supply vessel activity, and
any other sources will be collected concurrently with the survey data
collection. The databases and final report summarizing the methodology
shall be due three (3) months prior to the end of the study. B.
Location -- The location of the study area shall be the Federal waters
of the Gulf of Mexico Outer Continental Shelf west of 87.5 W
longitude. C. Study plan -- Task 1. Study Initiation -- The Contractor
shall conduct post award meeting to review the draft Program
Management Plan submitted in the oral presentation with the MMS
Contracting Officer (CO), the MMS Contracting Officer's Technical
Representative (COTR), and the MMS Contract Inspector(s) and others
designated by MMS. Task 2 -- Collection of Activity Data -- The MMS
will provide the Contractor with activity data collected from the
operators using MMS' data collection program. The Contractor shall
collect additional activity data to estimate emissions from sources in
the OCS other than information collected from the operators. These
activity datashall be used to estimate emissions from
exploration,construction, transportation, lightering, supply vessels,
the LOOP, and biogenic and geogenic sources in the Gulf and any other
sources related to OCS oil and gas activities that may contribute to
ozone, regional haze and greenhouse gases; Task 3 -- Quality
Assurance/Quality Control -- The Contractor shall check the quality of
all activity data collected and verify that the data is reasonable.
The quality check shall include verification that operators have
entered correct information about the name, identification, and
location of the facilities and reasonable information about the sources
of emissions at the platforms. All quality control and quality
assurance activities shall be documented in the final report; Task 4 --
Emissions calculations and databases -- The MMS will provide the
contractor with a Data Management Program, which will calculate
emissions from the activity data collected from the operators. The
Contractor shall also estimate emissions contributions from
exploration, construction, transportation, lightering, supply vessels,
and from biogenic and geogenic sources. The Contractor shall also
include estimates of greenhouse gases. From these calculated emissions
data and activity data the following databases need to be constructed
and provided to MMS as deliverables: 1) An activity database with
calculated emissions in MS ACCESS for all sources; 2) An ASCII file(s)
containing the emissions data in a format that will be compatible with
air quality modeling; and 3) The emissions data in a form compatible
with EPA's guidelines given in the Consolidated Emissions Reporting
Rule (CERR) such that the data can be easily transmitted to the EPA and
states. The MS ACCESS database shall contain four (4) different source
categories: 1) stationary sources, which include production platforms
and the associated drilling and production equipment; 2) construction
sources such as tugboats and barges used in platform installation and
pipeline installations; 3) exploratory drilling units; and 4)
transportation sources which include crew and supply boats,
helicopters, barges and other vessels; Task 5. Comparison to previous
emission inventories -- The Contractor shall compare the OCS emission
inventory with prior studies, specifically "Gulf of Mexico Air Quality
Study" (Contract No. 14-35-0001-30604, Report # 95-0038, 95-0039,
95-0040) as well as any other similar studies. The Contractor shall
discuss similarities and deviations in air emissions (i.e. increased,
decreased, unchanged) between this study and the prior study(ies) in
the Final Report. HOW TO RESPOND: In order to compete for this
contract, interested parties MUST demonstrate that they are qualified
to perform the work by providing, by 4:00 P.M., July 28, 1999, a
Capabilities Statement detailing: (1) your key personnel (those who
would have primary responsibility for performing and/or managing the
study) with their qualifications and specific experience and your
organizational experience and facilities with:(A) evaluating air
emissions from oil and gas facilities; (B) software used to collect
activity data and calculate emissions inventory data; (C) expertise in
oil and gas operations on the Outer Continental Shelf of the Gulf of
Mexico; and (D) understanding of the Emissions Inventory Improvement
Program procedures and the EPA's guidelines given in the Consolidated
Emissions Reporting Rule; (2) specific references (including contract
number & project description, period of performance, dollar amount,
client identification with the point of contact & telephone number) for
previous work of this nature that your key personnel or organization
has performed within the last four years. (REFERENCES WILL BE CHECKED).

will be determined by the time received in the Procurement Operations
Branch, Herndon, Virginia. Your Capabilities Statement will be
evaluated based on your key personnel skills, abilities and experience;
your organization's experience and past performance (including number,
size, and complexity of similar projects, adherence to schedules and
budgets, effectiveness of program management, willingness to cooperate
when difficulties arise, general compliance with the terms of the
contracts, and acceptability of delivered products. Following review of
all Capability Statements, we will establish a list of those deemed
most qualified to perform the work. Qualified offerors will be notified
and provided additional proposal instructions. Proposals will
essentially consist of an oral technical presentation, written program
management plan and written cost/business proposal. Further details of
proposal requirements and logistical considerations will be provided at
a later date. The period of performance of the contract will be thirty
(30) months with a cost range of $250,000 to $275,000. Questions
