(770) 488-2699 The Centers for Disease Control and Prevention
contemplates awarding a sole source contract to the Chemical and
Biological Arms Control Institute (CBACI) as directed by Congress in
Senate Report 105 300 and HHS FY-99 Appropriations Bill S.2440 dated
September 8, 1998. The purpose of this contract is to provide the
United States Congress and the Centers for Disease Control and
Prevention with independent assessments and recommendations for a
national response regarding the threat of bioterrorism in the United
States. In order to develop and implement an analytical framework, to
facilitate an effective response to the threat of bioterrorism,
considerable work remains in identifying how civilian defenses can be
upgraded and what potential hazards have not been identified for
enhancing national security against biological and chemical threats.
Many agencies are working together to formulate policies and strategic
plans to ensure an effective response to terrorist attacks that employ
chemical or biological agents. CDC is concerned with the preparedness
of our public health systems, for identifying and coping with
biological threats, which could result in a infectious disease outbreak
and establishing measures such as vaccine and pharmaceutical
