support of the NTS 138kV Transmission System Relay Protection Scheme.
This support will include consulting services, actual engineering
calculations and setting of relays, and other related duties as
required. Must be familiar with Electrocon International's CAPE
computer program for relay setting calculations and database input.
Provide the following tasks specific to Schweitzer Engineering

sundayrd@nv.doe.gov. Statement Of Work: Provide engineering support of
the Nevada Test Site (NTS) 138kV Transmission System Relay Protection
Scheme. This support will include consulting services, actual
engineering calculations and setting of relays, and other related
duties as required. Must be familiar with Electrocon International's
CAPE computer program for relay setting calculations and database
input. Provide the following tasks specific to Schweitzer Engineering
Laboratories (SEL) protective relaying equipment: 1. Preparation of
relay settings for all SEL solid state programmable relays installed at
the NTS on the power system. Settings will need to be provided in hard
copy format and also in SEL-5010 computerized format for electronic
down loading information into the relays. 2. Review new design drawings
for SEL relays associated with the NTS power system. Provide comments
and recommendations. 3. Preparation of relay settings for the SEL-2020
relays associated with the data acquisition and interface for the NTS
SCADA power monitoring and control system. In order to perform the
above engineering services, Bechtel Nevada (BN) will provide the
following data: 1. NTS 138 kV distance relay coordination philosophy 2.
NTS 138 kV power system fault levels 3. Substation one line diagrams 4.
Relay control/power supply voltages, if required 5. Additional system
data as required Engineering support is required but not limited to the
following relays: Relay Type Number Of Relays Relay Type Number Of

Requirements: Access to classified information is not required and no
classified information or materials will be generated. Travel: Some
travel to the NTS will be required. Personnel Requirements:
Subcontractor personnel should be experienced system protection
engineers with specific expertise in the setting of SEL relays and
other relay types. It is desirable that personnel be familiar with CAPE
computer software and have a general understanding of the NTS
Transmission system protection requirements. Deliverables: Relay
settings for SEL relays at the NTS as defined in the Scope Of Work.
