The United States Department of Energy (DOE) Office of Nuclear Energy Science and Technology is interested in receiving Expressions of Interest for operating the electromagnetic isotope separation calutron facility located at the DOE Y-12 site in Oak Ridge, Tennessee. The facility is currently managed under a prime contract with Lockheed Martin Energy Research Corporation, and has been placed in cold standby for lack of federal funding. A more specific description of the calutron facility operation and the information to be provided in response to this request for Expressions of Interest can be found on http://www.oakridge.doe.gov/procurement/cur_sol.html. The scope excludes functions associated with marketing, sales, and distribution of stable isotopes in the current inventory, and operation of the Isotope Research Materials Laboratory which may be the subjects of future solicitations. Firms interested in operating the calutrons are advised that they must receive a favorable determination of foreign ownership, control, and influence; obtain and maintain security clearances; abide by all on-site regulations and site-wide labor agreements; and bear the full cost of calutron operations, production, and maintenance since there is no federal funding available.
