COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. II. This solicitation,
1401-0001-99-R-20, is being issued as a request for proposals. III.
This solicitation document and incorporated provisions/clauses are
those in effect through Federal Acquisition Circular #97-10. IV. This
solicitation is UNRESTRICTED. All responsible sources may submit a
proposal, which will be considered. Applicable SIC 8742. V. The
Contract Line Item (CLIN) is: CLIN 0001: Services in accordance with
Statement of Work (SOW), 1 Lot Period of 60 days. VI. Description of
Requirement: The Department of Interior is interested in contracting
with a retained executive search firm to locate, screen and recommend
potential candidates to fill the position of Special Trustee for
American Indians. The position requires nomination of the President of
the United States and the confirmation of the Senate. Potential
candidates should possess unique knowledge, skill, and experience in
the management and investment of trust funds, and the reform of
financial management policies, procedures and systems in large, complex
organizations. Interested firms should submit a capability statement
not exceed five pages. Based on a review of capability statements,
selected offerors will be scheduled to conduct oral presentations.
Award will be based on the firm's oral presentation of their proposed
action plan to accomplish the required search. VII. Date and Place of
services: Potential candidates shall be submitted to the Deputy
Assistant Secretary of Budget and Finance, Department of Interior,
Washington, D.C. no later than 60 days from contract award. VIII. FAR
52.211-2, "Instructions to Offerors-commercial" applies to this
acquisition. IX. FAR 52.212-2 Evaluation-Commercial Items applies to
this acquisition. (a) The Government will award a contract resulting
from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: 1. Technical (Demonstrated ability to
successfully locate and place senior financial managers within the
public and private sector), 2. Past Performance, 3. Price (The total
evaluated price). Technical and past performance when combined are more
important than price. (b) The Government will evaluate offers for award
purposes by calculating the total price to the government. The
Government will select a contractor who offers the best value to the
Government. (c) A written notice of award or acceptance of an offer,
will be mailed or otherwise furnished to the successful offeror within
the time for acceptance specified in the offer, shall result in a
binding contract without further action by either party. Before the
offer's specified expiration time, the Government may accept an offer
(or part of an offer), whether or not there are negotiations after its
receipt, unless a written notice of withdrawal is received before
award. X. Offerors must include a completed copy of FAR 52.212-3,
"Offeror Representations and Certifications-Commercial Items" with
their offer. XI. FAR 52.212-4 Contract Terms and Conditions-Commercial
Items applies to this acquisition. The following clause is included as
addendum: CONTRACT TYPE. The resulting contract will be a firm fixed
price services type contract. XII. FAR 52.212-5 Contract Terms and
Conditions Required to Implement Statues or Executive Orders-Commercial
Items applies to this acquisition. FAR 52.215-5 paragraphs a, b(1),
b(3), b(11), b(12), b(14), b(15), b(20), c(1), c(2), d, and e apply.
FAR Clause 52.204-6, "Contractor Identification Number-Data Universal
Numbering System (DUNS) Number" applies to this acquisition. XVI. DPAS
Rating is does not apply to this acquisition. XV. Interestedfirms
