AUTHORITY AT FORT LEWIS, WASHINGTON DUE 061599 POC Kathryn D. Norgaard,
Contracting Officer, (253) 967-2151, ext. 201 PURPOSE: The Army seeks
to identify responsible potential sources and obtain information in
regards to privatization of utility systems in accordance with 10 USC
2688, "Utility Systems: Conveyance Authority". Fort Lewis is seeking
interest and information specifically for the potential privatization
of the Installation's solid waste disposal system (i.e. collection,
separation, transfer station, incineration and long haul of the solid
waste generated and steam boilers). OBJECTIVE: Should privatization
result, the ownership of Fort Lewis' solid waste disposal system, as
well as the operation and maintenance will transfer to a utility
provider for the term of the contract. All responsibility for
maintaining reliable utility service, including such items as
environmental compliance, maintenance costs, major system renovations,
construction, equipment, manpower and overhead costs will become the
utility owner's responsibility. The Government intends to obtain
service from the utility owner unless required by law to obtain refuse
collection from another source. It is intended that the privatization
will ultimately reduce the Army's life-cycle costs for operating and
maintaining the solid waste disposal system. SYSTEM DESCRIPTION: The
following is provided only to give an approximation of the size, scope
and general description of the solid waste disposal system at Fort
Lewis. Any numbers may be used for estimating purposes only. The solid
waste disposal system at Fort Lewis is currently owned by the Army,
and is operated and maintained by a combination of military and
civilian government employees and a government contractor. Fort Lewis
collects and separates approximately 32,000 tons per year; transfers
and disposes of 28,000 tons of municipal solid waste (MSW) by land
filling, incinerating or long hauling. Fort Lewis' solid waste disposal
system includes the following: 792 non-housing refuse containers, 19
collection vehicles, a source separation facility, a transfer station
(under construction), a landfill (soon to be closed), a classified
document incinerator, a 3 unit 120 ton per day "waste to energy" (WTE)
incinerator, and 3 boiler plant facilities. Since the WTE incinerator
does not currently meet the State's mandated residual time (1 second
at 1800 degrees Fahrenheit) and CO2 emission limitation (50 parts per
million), Fort Lewis is disposing of the MSW through land-filling or
long-hauling. PROCEDURES: This request to interested parties is for
gathering information and is a required component and systematic
process to evaluate the interested parties under the Army's utilities
privatization program. In order to minimize costs both to potentially
interested parties and the government, this notice is being issued to
determine the interest and feasibility of proceeding with a formal
request for proposals. Should insufficient interest be identified for
a privatization action, it is highly likely that no formal solicitation
will be issued. SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL
REQUEST FOR PROPOSALS MAY BE FORTHCOMING. Small Business interests
shall note the FAR Part 19 Standard Industrial Codes (SIC) and Size
Standards for the utility systems identified in this announcement.
REQUESTED RESPONSE: Interested parties should provide a statement of
interest on company letterhead (not to exceed 20 pages in length). The
statement should include as a minimum the following criteria: (1)
capability and experience in ownership, operation, maintenance and
construction of similar solid waste disposal utility systems; (2)
financial capacity to purchase, expand and operate the utility system;
(3) statement detailing the understanding of the obligation to serve
in regards to continuous utility service; (4) statement detailing the
company's interest in owning, operating and maintaining the waste to
energy incinerator for refuse disposal; (5) statement detailing the
legal right to serve, own, operate and maintain utility systems within
the state laws and an understanding of any applicable federal, state
and local utility laws, regulations or franchise requirements affecting
utilities in the state, and capability of complying with such
requirements; (6) statement detailing the understanding of federal,
state, and local environmental laws and regulations and familiarity and
experience with environmental compliance procedures and regulations for
the State of Washington and the U. S. Environmental Protection Agency.
Elaborate proposals or pricing information is neither required nor
desired. Under no circumstances should cost data for the existing
systems be provided at this time. Any innovative and new conceptual
ideas to achieve the stated objective are encouraged. A site visit and
the provision of additional data for interested parties are scheduled
for 26 May 1999 at 9:30 A.M. in Building 9504, Logistics Center, Fort
Lewis, Washington. Although participation in the site visit is not
required, it is greatly encouraged since important information may be
presented and provided during the site visit. For more information
