This synopsis is a follow-on to two prior Requests for Information soliciting industry comments on the Air Surveillance and Precision Approach Radar Control System (ASPARCS) for use by the Marine Corps (CBD 50016-98 posted 3 March 1998 and CBD 289121 posted 19 January 1999). THIS IS NOT A SOLICITATION, BUT A REQUEST FOR INFORMATION. THE GOVERNMENT WILL NOT PAY FOR THE INFORMATION SUBMITTED IN RESPONSE TO THIS SYNOPSIS. Previous responses to NAVAIR RFIs have resulted in an adjustment to both budget and schedule. The current budget now allows for approximately $6M for non-recurring engineering during the FY00 to FY01 timeframe. Funding for the First Article unit (FY01) is now approximately $5.3M and available funding for production units is approximately $4.2M each. The Government will design and supply the Communications Subsystem (CS) and the Operations Subsystem (OS). The contractor shall provide all software, networking devices, and four processors and displays for the operator stations for the First Article. Based on the contractor's selection of off-the-shelf hardware processors and displays, (not later than Critical Design Review), the Government will provide the OS hardware and the CS for Government testing and for all production units. The Government provided OS/CS shall be made available to the contractor at least 90 days prior to Government testing. The contractor shall continue to provide all software and networking devices for the OS. The Government will procure and integrate the Communications Subsystem and the Operations Subsystem separate to this proposed acquisition. The procurement schedule for production units is: FY02 -- 2, FY03 -- 2, FY04 -- 2, FY05 -- 2. The goal remains to procure an Off-The-Shelf/Non-Developmental Item. Modifications to existing, fielded systems are allowed, but should be kept to a minimum. Due to life cycle cost constraints, a system with major components unique to the Marine Corps is not desired. Interested parties are encouraged to review both attachments and provide comments. Note that it is critical that successful flight certification and operational evaluation is obtained for the ASPARCS. To that end, the draft Statement of Work contains extensive MIL specifications and standards. However, the Government desires to waive as many MIL specifications and standards as possible based on industry feedback regarding alternative industry standards.
