INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval
Air Warfare Center Aircraft Division, Lakehurst is soliciting
information such as technical data, cost and availability for a
Programmable Logic Controller (PLC) which may possibly be procured in
the future. The PLC is intended for use with the Mark 7 Mod 4 Arresting
Gear Retractable Sheave Assembly. The equipment will be installed on a
Navy aircraft carrier and as such is required to meet high shock and
vibration criteria. The PLC should either be ruggedized
commercial-off-the shelf (COTS), i.e., modified for military use, or
militarized, i.e., designed and manufactured to military
specifications. The PLC shall meet the requirements as defined in
MIL-DTL-2212H. Exceptions to the requirements of the military
specification may be allowed at the discretion of the government. These
exceptions encompass, but are not limited to, the following: (1) the
PROM memory may be programmable while installed in the PLC, (2) designs
are not restricted to the allowable installation envelope and mounting
footprint for the PLC defined in figure 2 and 3, (3) the PLC need not
use MS3400 type electrical connectors for interfacing all input and
output signals with ship's wiring, (4) the voltage rating for discrete
inputs and outputs should include 24 -- 30 volts AC. The minimal
acceptance criteria of the PLC for future procurement consideration by
the government is as follows: (1) shall be compatible with type I
shipboard power as defined in MIL-STD-1399, Section 300A, (2) shall
meet the shock requirements as defined in MIL-S-901, (3) shall meet the
type I vibration requirements as defined in MIL-STD-167, (4) shall meet
EMI requirements as defined in MIL-STD-461 and MIL-STD-462, tests to
include CE101, CE102, CS101, CS114, CS116, RE101, RE102, RS101, RS103.
Any available data or documentation that verifies compliance with the
minimal acceptance criteria shall be submitted to the government.
Suppliers who, at their expense, are willing to qualify their systems
to the meet the minimal acceptance criteria may be considered.
Respondents are notified that a formal solicitation MAY NOT necessarily
result from this RFI. This request is not a formal solicitation for
proposal and does not commit the government to an award of contract.
The government will not pay for any information received in response to
this request, nor will the government compensate any source for the
cost incurred in developing the information. All submittals shall
contain all available data describing the technical specifications and
operation of the unit. The government will not release any information
marked with a Proprietary legend, received in response to this RFI, to
any firms, agencies or individuals outside the government without
written permission in accordance with the legend. It is requested that
