interested in obtaining a MALDI/TOF Mass Spectrometer as indicated in
8. above. This is a combined synopsis/solicitation for commercial
items, and is prepared in accordance with the format in Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued. The
Request for Proposal number is 273-99-P-0013 and incorporates
provisions and clauses through FAC 97-11. The solicitation is not set
aside and is under SIC 3826, size 500. Delivery must be made within 90
days after award of the contract. Specifications are as follows: 1)
delayed extraction capabilities; 2) linear and reflector operation
modes possible; 3) positive and negative ion capability; 4) detector
(microchannel plate) optimized for high mass detection; 5) low mass
gate to filter out matrix ions; 6) resolution (full width half mass)
greater than 10,000 over the mass range 1000-5000; 7) mass accuracy:
less than 10 ppm error at mass 2300-2700 using an internal standard and
less than 50 ppm error using an external calibration; 8)
reproducibility: ten sequential acquisitions of at least 32 summed
shots, each should not have a standard deviation greater than 5%; 9)
sensitivity: ten femtomoles of a peptide in the 1000-2000 mass range
should produce a signal-to-noise of greater than 10:1 with a resolution
of 10,000 or greater; 10) a one year warranty; 11) software: If data
files are not acquired under a Windows or NT operating system, the data
files must be readable and manipulatable on a computer running a
Windows or NT data system, i.e., data work-up software must be able to
run under Windows or NT ; 12) Site license for the software must be
included. The following provisions apply to this acquisition: 52.212-1
Instructions to Offerors -- Commercial Items and 52.212-2 Evaluation
-- Commercial Items. There are no additional addenda. The following
evaluation criteria will be used to evaluate proposals. 1. Sensitivity
and resolution: a) three solutions of a tryptic digest of a protein
isolated from an SDS PAGE gel will be provided. Each solution will be
at a different concentration. One microliter of each solution should be
spotted and 64 laser shots summed. The dried droplet matrix deposition
method must be employed and alpha-cyano-4-hydroxy cinnamic acid used
as the matrix. The volume of sample spotted and the number of laser
shots summed must be indicated on the results. (34 points); b) A suite
of peptides covering the mass range of 1000-10,000 Da will be
provided. The peptides will not be present at the same level. Expanded
plots of molecular ion regions should be provided to illustrate mass
resolution. Mass assignment to 4 decimal places should be provided to
illustrate mass accuracy. The volume of sample spotted and the number
of laser shots summed must be indicated on the results. (33 points) 2)
Two sets of peptide(s) immobilized on affinity material will be
provided; one for positive ion and one for negative ion analysis. A 1
microliter aliquot of the affinity material mixture (after vortexing)
should be spotted to the previously deposited (dried droplet) matrix
(alpha-cyano-4-hydroxy cinnamic acid for positive ion and
alpha-cyano-4-hydroxy cinnamic acid with 1 microliter of 1 mM ammonium
acetate added for negative ion). Data should be provided in such a way
that the resolution and mass accuracy of the results can be determined.
All operating conditions should be indicated (33 points). All firms
wishing to submit an offer will be furnished samples by overnight
courier for analysis on the type of instrument proposed. Samples will
be released to offerors at one time; therefore requests for samples
must be requested by COB 11 June 1999 and released 16 June 1999. Sample
analysis results shall be submitted with the proposal for evaluation.
Furnish the name, address, telephone number and a contact name of at
least three Gov't/Commercial customers which have purchased similar
instruments in the last two years. This information will be used to
evaluate past performance. Price will not be evaluated; however, if two
or more instruments are within 10 points they will be considered
technically equal and the lowest priced offer will receive the award.
Offers shall include a completed copy of the certifications at 52.2123,
Offeror Representations and Certifications -- Commercial Items with
offers. Clause 52.212-4, Contract Terms and Conditions -- Commercial
Items applies. The following sections of paragraph (b) of clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items apply: 1, 5, 9-15, and 23. The
successful offeror shall provide installation and training to selected
NIEHS employees. There are no CBD numbered notes that apply. Offers
