85670-2748. (i) This is a combined synopsis/solicitation/RFP for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
(ii) This solicitation document and incorporated provisions and clauses
are in effect through Federal Acquisition Circular (FAC) 97-11. (iii)
This is a full and open competition under SIC 3844. (iv) GENERAL
INFORMATION: The United Stated Customs Service (USCS) has a requirement
to procure three (3) each Non-Intrusive Inspection (NII) systems
Contract Line Item Number (CLIN) 0001, which use a gamma-ray system.
Offeror must submit both a unit price and total amount. The gamma-ray
inspection system shall be capable of inspecting the largest commercial
vehicles that are allowed on the public roadways. The range of suspect
vehicles to be inspected will include, but not be limited to,
steel-walled tankers, large semi trucks, towed vehicles, cargo
containers, automobiles, pick-up trucks and trailers. Such examinations
are aimed at detecting items such as illicit drugs and other contraband
prohibited from entry into or exported from the United States. The
gamma-ray inspection system will be used as an inspection tool that can
be re-located to a variety of U.S. Ports of Entry. The system desired
shall be modular in design and capable of being disassembled, relocated
and reassembled. The system shall be operated outdoors during a 24-hour
day, and in a variety of climatic environments such as the hot arid
desert, warm and humid coastlines and extreme cold northern borders of
the United States. The gamma-ray inspection system shall be capable of
a minimum of 16 consecutive operating hours daily. The gamma-ray
inspection system shall consist of the following five major subsystems:
(1) Detector and Source Transport Systems; (2) Gamma-ray detectors and
detector tower; (3) Gamma-ray source (one Curie Cesium-137) and
housing; (4) Signal Processing/Operator's console and display
Subsystem; and (5) Mobile Command Center Subsystem. Suspect vehicles to
be inspected will be parked in the space between the detector and
source transport system that travel in a synchronized motion parallel
to each other. The system shall be capable of scanning suspect vehicles
up to maximum dimensions of 8 feet-6 inches wide by 14 feet-6 inches
high by 65 feet long in one scan. The detector electronics shall
process the data and transmit it to the display system where a
real-time image shall be produced. Requirements for this system
represent a level of "minimum performance". The equipment shall be
capable of operating with outside ambient air temperature ranging from
-25 to 120 degrees Fahrenheit and humidity extremes from 10 to 100
percent. The system shall have provisions for sealing critical
components from dust anddirt, such as occurs during dust storms in arid
locations. The system shall be capable of being operated by a
two-person team. The gamma-ray inspection system specific hardware
requirements shall include a one-curie Cesium-137 sealed source, a beam
angle adjustable from 0 (direct) to 20 degrees (oblique)(motorized
operation) with angle indicator, a beam width not more than 36 inches
at 35 feet from the source and three adjustable vertical positions from
the source housing of 18 inches, 36 inches and 54 inches. The system
shall have a minimum scan speed of 0.7 feet/second, the ability to
resolve 0.5 inch objects in horizontal and vertical dimensions in the
center of the inspection zone 7 feet above the ground and the ability
to detect a lead brick through 2 inches of steel. The contrast gray
scale shall have a minimum of 16 shades of gray. Requirements
associated with image quality (resolution, contrast and penetration,
etc.) shall be satisfied using high efficiency detectors and
appropriate image processing technology. The system shall be people,
produce, and film safe in accordance with applicable federal (OSHA,
EPA, NRC, FAA and FDA) and state radiological health requirements. (v)
EVALUATION CRITERIA: The following factors shall be used to evaluate
offers: (1) Technical; (2) Past Performance; (3) Price. Technical
evaluation is significantly more important than past performance. Past
performance is more important than price. Technical and Past
Performance when combined are significantly more important than price.
Award will be made to the proposal determined to be the most
advantageous to the Government, all factors considered, and may be
awarded to other than the offeror with the lowest price. The USCS
requires for evaluation a fully functional gamma-ray inspection system.
The vendor shall provide a production schedule with the initial
delivery no later than 31 August 1999 and deliveries of one each
thereafter monthly. USCS will evaluate (at the Contractor's site within
ten (10) days of receipt of proposal) image resolution by placing
specially made fixtures at a position corresponding to the center of a
target vehicle. These fixtures consist of rods of steel, aluminum and
plastic ranging in diameter from 1/16 inch to 3 inches between
supports. USCS will evaluate contrast by using large sixteen-step
wedges made of steel, aluminum and plastic at a position (in free air)
corresponding to the center of a target vehicle. USCS will evaluate
penetration by using a lead brick behind a stack of steel plates and
adding one plate at a time until the lead brick is not visible or by
using a 1 kilogram brick (3 inches by 4 inches by 6 inches) of cocaine
behind steel plates of different thickness and to determine if it is
possible to see the cocaine brick behind a thickness of steel. The
vendor will be required to show the entire target vehicle being scanned
in a single screen display. In addition, the vendor will be required to
provide examples of false color mapping of images using palettes. The
vendor shall also have to demonstrate that the gamma-ray inspection
system meets all radiation safety NRC and state requirements.
