is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This annoucement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation No. RFQ
786-115-99 is issued as a Request for Quotations (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-11. Federal
Acquisition Regulation Clauses and Provisions referenced in this
combined synopsis/solicitation may be obtained electronically at the
following URL: http://www.arnet.gov/far/. VA Acquisition Regulations
may be obtained electronically at the following URL:
http://www.va.gov/oa&mm/vaar/. This acquisition is 100 percent
set-aside for small business concerns. Standard Industrial
Classification (SIC) 7372 and a size standard of $18 million applies.
The National Cemetery Administration (NCA) has a commercial software
and technical support requirement for an automated equipment/facilities
management system, Brand Name Data-Trak, Inc., "ATLAS 2000" or equal.
The brand name specified is for descriptive purposes only. Alternate
products quoted shall have the functional and salient characteristics
set forth elsewhere in this synopsis/solicitation. CLIN 101, Automated
Equipment/Facilities Managment System Software, Brand Name Data-Trak,
Inc., ATLAS 2000, or equal, quantity 78 each, delivered F.O.B.
Destination to national cemeteries and national cemetery area offices
located in CONUS, Puerto Rico, Alaska and Hawaii. Quoters should
indicate the brand name of the software/manufacturer being quoted.
FUNCTIONAL AND SALIENT CHARACTERISTICS The software shall: (1) Be
capable of retrieving data from several databases (relational database
management) in order to produce either work orders or reports; (2) Be
compatible with current NCA networking protocols; (3) Include an
Equipment Module capable of storing all data including digital photos,
graphics and illustrations of equipment; and (4) Be compatible with
the use of bar-coding. The Equipment Module shall include four subsets:
Subset No. 1 will be an equipment database to hold all equipment in the
field; Subset No. 2 will hold all data pertaining to warranty
information and manufacture material concerning maintenance and/or
repair, to include repair manuals; Subset No. 3 will hold all data
concerning parts needed for maintenance and upkeep; and Subset No. 4
will be a database to hold and track history jackets on equipment. The
Equipment Module shall also have the capability to: (1) Produce work
orders for routine maintenance and repairs, and must be sufficiently
flexible to allow work orders to be edited on the fly; (2) Track parts
inventories and produce inventories for reordering parts and/or other
materials needed to keep the equipment on line on a timely basis; (3)
Keep detailed history on each piece of equipment, including all labor,
parts and fuel consumption (Note: Software shall be compatible with
Gasboy Fuel Storage); (4) Identify faulty equipment through use of the
history database; (5) Maintain a master parts database that can be
queried for spare parts and identify their location anywhere within the
system; and (6) Operate on a Microsfot Windows-based system, including
an onlinehelp system that incorporates a text-based search module and
a form of intuitive graphical interface. TECHNICAL SUPPORT (1) The
unit price quoted shall include three (3)-year technical support
service regarding networking/stand-alone configuration/support; (2)
Vendor shall agree to set a price concerning uprgrades on future
versions, including a written forecast as to when these will come on
line; and (3) Program shall support data transfer files from
stand-alone to a network while maintaining the necessary capabilities
for historical queries per cemetery station. FAR Provision 52-212-1,
Instructions to Offerors -- Commercial Items, applies to this
acquisition. Offerors shall include a completed copy of the FAR
Provision at 52-212-3, Offeror Representations and Certifications --
Commercial Items, with their offer. Offerors shall also include the
provisions from VA Acquisition Regulations at 852.219-70, Veteran-Owned
Business. FAR Clause 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition. FAR Clause 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition. The
