CONTAINERIZED BATCH LAUNDRY SYSTEM: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subparts 12.6, 13.1 and 13.5 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number is DAAD16-99-R-1015. This document incorporates provisions and clauses in effect through Federal Acquisition Circular 97-11. This requirement is set aside 100 percent for small business. The Standard Industrial Classification (SIC) Code for this procurement is 3582 and Small Business Standard is 500 employees. CLIN 0001 Dryer, Cissell Model #L36URP36E or equal, 208 volts, 3-phase, 60 hz, 75 pound capacity, with reverse tumbler, with microprocessor; CLIN 0002 Washer/Extractor, UNI-MAC Model #UF50PVQF10001 or equal, with water reuse. Any item considered as "or equal" must have accompanying, written specifications. Size specifications of "or equal" substitutes must be an exact match of brand name size specifications; therefore, if an "or equal" component is proposed, evidence must be provided so that the government can make a determination of technical acceptability. The Army will award a Firm-Fixed-Price (FFP) contract as a result of this RFP. Items shall be delivered to the U.S. Army Soldier and Biological Chemical Command, Warehouse 20, ATTN: PM Force Provider, Kansas Street, Natick, MA 01760. Delivery shall be F.O.B. destination; the shipping costs will be borne by the contractor. Inspection and acceptance shall be at destination by the cognizant receiving authority. Delivery is required 14 days after award. Early delivery is acceptable. Failure to submit any of the following information may result in rejection of the offeror's entire proposal. The offerors' proposals will be evaluated on the basis of technically acceptable, low price. Offerors shall provide catalog-pricing sheets corresponding to the CLINs shown above as a part of their proposal package. The resulting contract will be awarded on a "best value" basis; the Government reserves the right to award a contract to other than the lowest priced offeror if the other parts of an offeror's proposal warrant it. In addition to the information above, all proposals shall be in compliance with FAR 52.212-1 except for references to SF Form 1449 which is not required; and, offerors must provide a completed copy of the provisions FAR 52.212-3 and DFARS 252.212-7000 with their offer. The clauses at FAR 52-202-1, 52.203-3, 52.212-4, 52.212-5 (the following clauses thereunder are applicable: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52-222-37, 52-225-18, and 52-232-33), 52.203-10, 52.219-14, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.247-64 and DFARS 252.212-7001 (252.225-7001, 252.225-7012, 252.243-7002) apply to this acquisition.
