Engineers, Walla Walla District, has a competitive requirement for all
labor, material, equipment, and plant to manufacture and deliver
f.o.b. destination,144 plastic mesh screens to Lower Granite and Little
Goose Dams, Snake River, Garfield and Columbia Counties, Washington.
Each screen is approximately 19 feet long by 9.5 feet wide. Plastic
mesh screens are to be polyester mesh woven from 1.00 mm monofilament
polyethylene terephthalate (PET), 6x6 mesh size. Each monofilament
shall have a minimum tensile strength of 80 pounds and minimum
elongation at break of 20 percent. The material shall be suitable for
use in cold weather and shall be "heat set" at 360 degrees Fahrenheit
to assure it will be dimensionally stable when subjected to
temperatures up to 200 degrees Fahrenheit. Each screen shall have 1
-inch wide vinyl edging and support strips covering the mesh panels of
sufficient thickness to cover the plastic mesh screen and thereby
encapsulate it. Contract completion shall be 90 calendar days after
contract award. Procurement 100 percent set-aside for small business
concerns. Size standard for small business concerns under Standard
Industrial Classification Code 3089 is the average employment, based on
the number of persons employed on a full-time-, part-time, temporary,
or other basis during each of the pay periods of the preceding 12
months, shall not exceed 500 employees. All responsible sources may
submit an offer, which will be considered by this agency. (See Note No.
