Polar-orbiting Operational Environmental Satellite System (NPOESS)
Integrated Program Office (IPO) issued a sources sought synopsis via
the Commerce Business Daily Online on 5 May 99 for the NPOESS Program
Definition and Ground Segment Risk Reduction acquisition. This synopsis
invited a max. 8-page statement of potential offeror experience and
capabilities and a max. 4-page white paper with potential offeror input
on thoughts on the philosophy of the acquisition, where evaluation
emphasis might be placed, and the deliverables or outcomes the
Government ought to expect from the acquisition, preparatory to the IPO
issuing a draft RFP. Instructions on mailing these inputs were included
in that synopsis. This is an amendment to that synopsis. Now, the IPO
prefers to receive submissions in electronic format, preferably Adobe
pdf format. Accordingly, instead of submitting paper responses,
potential offerors are requested to submit electronic responses via
e-mail as attachments in Adobe pdf format (still adhering to the page
limits) on or before 21 May 99 to "datamanager@ipo.noaa.gov". In the
e-mail's subject line, enter "PD&RR Sources Sought Response -- [company
name]". Identify the capabilities document as "capability_[company
name].pdf" and identify the white paper as "paper_[company name].pdf".
