This is an amendment to the combined synopsis/solicitation submitted
to the CBD on May 6, 1999. The following clarifications are provided:
Cold Fusion: Cold Fusion is a package that is only four years old and
still being updated when the need arises and there are several
excellent training courses available for it. The Government technical
community does not see a need for a separate individual. The
Government's Chief Information Office (CIO) has established Cold Fusion
as their Web application server. However, since their Cold Fusion
server is maintained by their CIO, the need for expertise in both Cold
Fusion Studio and Server, was in error. Only need Studio experience in
order to develop applications. The Government is in the process of
trying to export the Resource Allocation Plan data to an Oracle
database, which hopefully will be done prior to this contract award.
While the database will be Oracle, the application will still use
Visual FoxPro and Cold Fusion. Audit trail -- The dbase (version III)
database that the Government extracts data doesn't belong to the
Government -- the Government uses a Visual FoxPro application to access
the data. The "owner" of that database is working on converting it to
a SQL Server database. Once completed, the FoxPro application will need
to be modified to get data from the different type database. The
contractor does not need to be able to program in dbase for anything
the Government needs done, but will need to know SQL server. The
following labor categories and hours associated with each are provided:
BASE YEAR (POTENTIAL 14 MONTH PERIOD OF PERFORMANCE) Systems Analyst
(220 hours); Developer/Programmer (2200 hours). OPTION YEARS 1, 2, AND
3 (12 MONTH PERIOD OF PERFORMANCE) Systems Analyst (200 hours),
Developer/Programmer (1880 hours). RESUMES FOR THESE INDIVIDUALS ARE
REQUIRED WITH A PAGE LIMIT OF 2) Any reference to work performed at
NAVFAC HQ, Washington Navy Yard refers to Washington D.C. THE DUE DATE
