Solicitation Number: N00421-98-R-1262. The Information Management
Department at the Naval Air Warfare Center Aircraft Division (NAWCAD)
located at Patuxent River, Maryland has a potential requirement for
technical and non-technical support services under solicitation number
N00421-98-R-1262. This effort will be competed on a full and open
basis with significant small business subcontracting goals. The
requirements, which will be defined in a Performance Work Statement
(PWS), involve Information Technology Services and Administrative
Support. The functions included are: Administrative Support Services,
Defense Messaging Services, Information Technology Training, Library
Services, and Technical Publications. These functions are currently
performed by a Government and contractor workforce and a cost
comparison will be conducted, under OMB Circular No. A-76, Commercial
Activities Studies, to determine the most cost-effective mode of
operation. The Government is developing an in-house cost estimate and
a contract may or may not be awarded as a result of this process. If a
contract award is made, the award will be made in accordance with Part
I, Chapter 3, Paragraph H of OMB Circular No. A-76. Many of the tasks
require access to proprietary information, therefore the FAR
"Organizational Conflict of Interest Clauses" will be invoked for this
requirement. Security clearances shall be required for select
personnel and facilities. The anticipated date for the release of the
solicitation is 25 May 1999. A site visit will be hosted on 11 June
1999. Interested parties should submit their request to attend the site
visit via e-mail to RoachCA@navair.navy.mil, no later than 7 June 1999.
In order to ensure access to the base, this request should include the
name of the company and the name and social security number of the
individual attending the site visit. Limit one person per company.
Requests for copies of the solicitation must be submitted via e-mail to
RoachCA@navair.navy.mil. TELEPHONE REQUESTS FOR SOLICITATIONS WILL NOT
BE ACCEPTED OR RETURNED. ALL PROSPECTIVE OFFERORS MUST USE THE
INTERNET TO RESPOND. Please indicate interest by sending an email no
later than 20 May 1999 to Christina Roach at RoachCA@navair.navy.mil.
All Internet responses must provide the return Internet address,
mailing address, phone number and fax number within the body of the
response. Internet responses without the aforementioned addresses will
not be recognized. All responsible sources may request a copy of the
solicitation, attend the site visit, and shall be considered by the
agency unless this synopsis is amended or replaced. The solicitation
will be available over the Internet in WORD 6.0TM format and will
reside on the NAVAIR Home Page, located on the World Wide Web. NO
SOLICITATION DOCUMENTS EXIST AT THIS TIME. It is anticipated that the
RFP will be released on the homepage in May 1999. It is recommended
that if you would like be notified electronically when the RFP is
released you respond to this synopsis. Offerors who have requested
