(NLRB) has a requirement for Information Technology Infrastructure and
En-User Support Services. These services will be in two categories,
Operational and Optional. The Operational services refer to those
activities that are mandatory, day-to-day functions required to
maintain the technical environment and user satisfaction. The Optional
requirements refer to true requirements that are similar services, but
represent initiatives that have not yet been definitized, and may
require travel, the acquisition of hardware and software, and
necessitate additional staffing. The Optional requirements will be
executed through the process of negotiated task orders. The NLRB
anticipates this acquisition to be for a base period of one year, with
four one year option periods. It has been set aside for Small
Disadvantaged Business (8(a)), under the Standard Industry
Classification Code (SIC) of 7373. This is a competitive acquistion and
will be conducted with those firms in the transitional phase of the
8(a) program. It will be conducted following the streamlined
acquisition process developed by the United States Patent and Trademark
Office, entitled Reengineered Mission Acquisition Process or ReMAP.
This process will provide significant benefits to the vendor community
and the Agency. The general approach of the ReMAP process consists of
forming a project team, publishing a Project Agreement agreed to by
management, requesting limited proposals or capability statements,
informing offerors early whether it is likely that they will receive an
award, releasing a Statement of Need (SON) based upon responses to the
Project Agreement, evaluating proposals to the SON provided orally or
in writing, and awarding a contract. The Project Agreement will be
made available on the Agency's Web Site at
http://www.nlrb.gov/proc/it/ities on or about May 10, 1999. In
accordance with this process, the Project Agreement will provide a high
level description of the overall objective and goals of the
project,milestones, budget, and resources, and will include applicable
evaluation criteria. Respondents are requested to submit limited
technical proposals within initial cost estimates. Following receipt of
these submissions, the project team identifies those firms that appear
to have the best chance of receiving an award based upon the
evaluation criteria. Other firms are notified of the results and are
informed that withdrawing from further participation may be in their
best interests. This withdrawal is voluntary. Therefore, no competitive
range is determined, and each offeror makes the decision on whether to
proceed further and respond to the SON. Open dialog with those firms
remaining is allowed, and based upon any dialog and the initial
submissions, the project team develops a SON. The SON, usually more
detailed than the Project Agreement, allows offerors to propose the
best solution. The SON provides any evaluation criteria to be used to
make final selection, and offerors are requested to respond with more
detailed pricing and any further technical information in a proposal.
Written, oral, or a combination may be used. Award may be made without
discussions. Interested parties must respond to the Project Agreement
in order to be considered for award of any resulting contract.
