The U.S. Army Aviation & Missile Command announces plans to issue
DRAFT Requests for Proposal (RFP) for the Omnibus 2000 (O2K) Program.
Under the O2K Program, advisory and assistance services will be
acquired through the use of Indefinite Quantity Task Order, multiple
award contracts in three functional areas. The functional areas are
Logistics covering special logistics analyses that embrace the total
logistics/maintenance operations of AMCOM/PEO managed/supported systems
and equipment, independent analyses, and formulation and
recommendations of alternative solutions to logistics problems;
Programmatic covering programmatic support in monitoring, assessing,
coordinating, analyzing, and integrating component programs/activities,
including briefings/presentations and agendas for the total life cycle
of the systems; and Technical covering technical expertise for
technical specialty area(s) for the total life cycle of the AMCOM/PEO
supported systems and equipment. For each functional area, AMCOM
intends to 1) issue multiple Indefinite Quantity Task Order contracts
with a minimum guarantee, and 2) compete subsequent task orders among
those firms that are awarded a contract within the functional area. The
Government intends to award 10 to 16 prime contracts, with up to two
Full and Open selections in the Technical functional area, one Full and
Open selection in the Logistics functional area, and one Full and Open
selection in the Programmatic functional area. The remainder of prime
awards will be reserved for small and/or 8(a) businesses. Applicable
SIC codes are 8731/3724/3728/3761, each with a size standard of 1,000
employees. Offerors will be required to submit a complete proposal for
each functional area they want to be considered for when the final
RFPs are issued. There is one Level 3 APBI and pre-solicitation
conference planned to be held on June 29, 1999, in the Sparkman Center
auditorium, Building 5304, Redstone Arsenal, AL from 9:00 a.m. until
3:00 p.m, (cdt). Offerors are not limited in representatives that can
attend. Pre-registration is required by faxing or e-mailing a request
to Brenda Showalter at (256) 842-0523 or e-mail at
showalter-ba@redstone.army.mil. The entire draft solicitation will be
available for download on or about May 21, 1999. The O2K WWW Server can

should be sent no later than June 15, 1999, and may be sent via e-mail

Arsenal, AL 35898. After the release of the draft RFP the Government
will not meet with contractors. The anticipated timeframe for release
of the formal solicitation is summer 1999. Note that these dates are
subject to change and it is the responsibility of the interested
