The Bureau of Reclamation, Denver Office, intends to issue a sole source award to the University of British Columbia, Department of Civil Engineering, Vancouver, British Columbia, Canada, V6T 1Z4, for a research study on Standard Penetration Testing (SPT), as part of Research and Technology Transfer (RRT) Program FI913 on Earthquake Liquefaction. Systematic side by side comparisons will be done on two American SPT instrumentation systems manufactured by Pile Dynamics, Inc. (PDI), Cleveland, OH and a Canadian system developed by Northwoods Instruments at the University of Bristish Columbia for B C Hydro, for evaluating requirements for obtaining reproducible SPT energy measurements. Additional existing SPT systems may be tested, and the manufacturers of such equipment will be asked to participate in the study, but will not be solicited to manage the study. Because of the critical precise data required for this project, companies with no previous experience in research on SPT instrumentation systems, northose with commercial interests in SPT products will not be considered for this study. It is the government's belief that no other company will fit the needs of the agency. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements and is being conducted using Simplified Acquisition Procedures prescribed at FAR 13.106-2. The government intends to solicit and negotiate with only one source under the authority of FAR 6.106-2(a)(5) and this announcement serves as the only notice of this action. A justification for a sole source acquisition as prescribed has been prepared for this acquisition. Firms that feel that they can provide the above listed requirement must indicate their interest and provide clear and convincing evidence that they have the ability to perform the services required by the government, and additionally, have no commercial interests in any SPT products to be tested. Responses must be provided in writing by fax at 303/445-6345 (Attention: White), by 5/17/99. This announcement is not a request for quotes and no contract will be made on the basis of quotations received in response to this notice. There are no solicitation documents available for this requirement, and requests for such will be considered non-responsive. It is solely within the Contracting Officer's discretion whether to proceed with a competitive procurement. A request for quotation, if issued, will be posted on the website at ideasec.usgs.gov between the dates of May 21 and 25, 1999.
