NASA/GSFC plans to issue a Request for Quotation (RFQ) for translation, writing, art and placement of "Featurette" news articles based on NASA Earth Science press releases. This requirement includes a series of 12 two-column print articles with art and six 60-second radio spots over a period of 12 months. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to acquire these services from the North American Precis Syndicate (NAPS), Inc. NAPS has over 35 years experience in providing these services. NAPS distributes over 1,600 daily and 8,400 monthly national print releases. Over 75 Federal agencies use NAPS for media releases. NAPS has the demonstrated capability and experience to provide these services. Our market research shows that there are no other sources with the capability and experience to provide these services. Therefore, based on NAPS extensive experience and unique capability, we intend to acquire these services on a sole-source basis. Theauthority is 10 USC 2304 (c)(1) Only One Responsible Source. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
